DISTRICT PROJECT MANAGER –DPM (1 position- in Kagera)

 Management and Development for Health (MDH) is a not for profit making organization addressing public health priorities. MDH works with the Ministry of Health, Community Development, Gender, Elderly and Children, academic and non-academic institutions within the country and worldwide, to address tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people. MDH seeks to recruit qualified individual to fill the following position:

JOB DESCRIPTION
TITLE: DISTRICT PROJECT MANAGER –DPM (1 position- in Kagera)

REPORTS TO: REGIONAL PROJECT MANAGER

Duties and Responsibilities
 Under the technical supervision of the Regional Project Manager, the District Project Manager provides the technical leadership to the supported projects in the assigned district, in close collaboration with the other Project Managers, Technical Advisors and other senior management officials.
 The DPM will support and advise the DMO on project issues related to the HIV PMTCT, Care and treatment activities within their respective districts
 Will participate actively in CHMTs planning, implementation, monitoring, evaluation and reporting project activities
 Participate in strategic negotiation with the Municipal authorities on project issues on behalf of MDH
 The DPM is responsible for the effective communication and support provided to respective district, including but not limited to supportive supervision and mentorship
 The DPM will supervise and coordinate the whole MDH district technical team.
 Within the boundaries of the roles and responsibilities that come with this position, the DPM’s main responsibility is to strengthen and assure the technical performance of the projects that are supported by MDH.
 In close collaboration with the RPM, the DPM leads, coordinates, manages and builds capacity of district technical teams and CHMTs in project management including monitoring and evaluation.


 In collaboration with the RPM and MDH operations team, the DPM will assist in timely development of efficient HIV prevention, care and treatment work plans for the district and the monitoring of the progress versus planned activities and targets in these work plans;
 The DPM is responsible for the identification of new partners, and the effective collaboration with existing partners, in HIV services implementation in the district
 Collaborates with Project Managers, Technical Advisors and grants team in developing and reviewing district sub-grantees’ proposals to assure realistic target setting and adequate allocation of resources
 The DPM will collaborate closely with RPM and compliance staff in comparing the project versus financial performance of MDH sub-grant to respective district
 Collaborates closely with respective District Data Officer in assuring data and reporting quality and in using M&E for effective project management;
 Identify priority questions for operational research and carry out OR to guide on best practices in project implementation
 Participate in PHE, secondary analysis of data and writing conference abstracts and manuscripts for publication.
 Attend district technical meetings with other development partners
 Participate in the production of written documents including best practices and lessons learned from his/her supported district.
 The DPM is responsible for the timely submission of work plans, reports on activities performed, or any other report, as required by RPM, CEO or their delegates
 The DPM is responsible for the timely reporting on project challenges to the RPM and relevant other MDH staff members
 The DPM is responsible for the timely and effective communication of important technical and programmatic information to DMO and other relevant stakeholders
 Perform other relevant project related duties as assigned by the immediate supervisor or other management officers

Requirements: Education and experience
 Medical Doctor
 Master’s degree in Public Health is an added advantage.
 At least 2 year experience working in HIV care and treatment
 3 years of proven experience in design, administration, management and implementation of clinical initiatives
 Ability to work under pressure and meet dead lines
 Ability to lead and supervise the respective MDH district team members, sub grantees, and other functional managers
 3 years leadership skills in plan, coordinate, organize, interact and deliver best results to achieve targets
 3 years’ experience in reading, analyzing and reporting data to assist in determining progress and decision making processes
 3 years experience in managing donor funded projects/programs
 Excellent interpersonal skills
