The
Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI), an affiliate
of Elizabeth Glaser Pediatric AIDS Organization (EGPAF) is Tanzanian led and
managed national organization focusing largely on HIV and AIDS and other
related health programs. AGPAHI implements all its programs in collaboration
with Tanzania Government Entities through the Ministry of Health, Community
Development, Gender, Elderly and Children (MoHCDGEC) and President’s Office –
Regional Administration and Local Government (PO RALG) and other stakeholders.
AGPAHI supports the provision of high-quality HIV and other health services and
ensures that efforts are well-integrated into existing regional and district
health systems.
AGPAHI
is implementing various projects that are highly demanding and thus the
organization is looking for a motivated, result driven, qualified and competent
staff to fill the following positions.

Title: Communication
and Advocacy Manager

Position
Overview:
The
Communication and Advocacy Manager provides is responsible for communication
and advocacy initiatives that build awareness to drive our mission as well as
publicity and visibility of the program. She/he will provide strategic
communication to support AGPAHI’s programmatic work and elevate the importance
and availability of services to prevent and treat pediatric AIDS as well as
provide advocacy leadership towards identifying and addressing key obstacles in
driving programmatic success. The manager will also be responsible for managing
the organizational image and branding.
Principal
Functions:
A. Planning and execution of communication
and advocacy outcomes
1. Develop and implement the Organization’s
communication and advocacy strategy.
2. Provides leadership in increasing the
visibility of Organization’s work towards elimination of pediatric AIDS,
prevention and treatment services through various communication channels.
3.
Provides guidance towards participation of influential leaders including policy
makers to understand about Organization’s mission and vision and take part in
advocacy and awareness raising programs.
B. Lead the organization documentation
and media relations
4.
Documentation of Organization’s work through various communication channels in
Tanzania.
C.
Strategic coordination and support for advocacy and communications for project
teams
5. Collaborate with technical team in
organizing for mass campaigns and awareness raising programs in respective
districts/regions.
6. Provides leadership in increasing public
awareness and education on HIV/AIDS through workshops and all communication
channels as outlines in the communication strategy.
7.
Provides guidance on coordination of Organization’s engagement in public
forums, exhibitions and conferences.
D.
Stakeholder engagement and partnership building
8.
Oversee and coordinate affiliation activities with sister Organization (EGPAF)
as a liaison staff.
Education,
Experience and Desirable Skills
1. Holder of an advanced degree in Mass
Communications, Journalism or Social Sciences from a recognized institution.
2. Possession of a degree in Law is an added
advantage.
3. At least 4 years with relevant working
experience in a recognized organization.
4. Demonstrable experience in working in a
team and managing people.
5. Experience in HIV &AIDS Communication
and Advocacy programs in Tanzania is crucial.
6. Must be visionary, proactive and forward
looking.
7. Must be energetic, independent and be able
to deliver timely under demanding situation.
8. Must be innovative and self-motivated.
9. Excellent journalistic verbal and written
skills and ability to write simply for diverse audiences.
10. Excellent management and diplomatic
skills.
11. Knowledge of existing in country key

12. Experience in working with NGOs.

Position
Overview:
The
Senior Program Officer Strategic Information (SPO-SI) will work as a key member
of AGPAHI Technical team and is responsible for overall regional coordination
of Quality Improvement; monitoring and evaluation activities at AGPAHI
supported regions. SPO SI will work in close collaboration with other technical
team members to ensure that the data management system captures all regional
data relevant for the monitoring and reporting of AGPAHI programs and to
monitor regional QI initiatives for program improvement. The SPO SI will
supervise regional Program Officers M&E, Data Management Officers and
Program Officers Quality Improvement.
Principal
Functions:
Coordinate
Monitoring of all program activities that fall under the Regional office
Tracking of all program activities on daily
basis to make sure that all SI program staff adhere to work plan in
collaboration with RPC
Participate in Routine data collection both
quantitative and qualitative for continuous program monitoring in collaboration
with QI Program Officers, RCH program officers and Clinical Services Program
Officers.
Provision of routine monthly program
performance updates on key indicators toward the set targets for AGPAHI
management and sub grantees in collaboration with Program Officers
Tracking of all SI program activities in the field office and recording ensuring
that they are within the time frame and in line with the program goals and
objectives
Coordinate
capacity building activities to sub grantees staffs as well as AGPAHI staffs at
the Regional office on Monitoring and evaluation, Data management and Quality
improvement
To train (on job and formal training) data
clerks and other health care workers on health facility data management and
Quality Improvement principles
Provide technical support to health
facility and AGPAHI staff on M&E skills, strengthen and encourage the data
use for decision making process.
Provide technical support to health facility and AGPAHI staff on initiating and
monitoring of QI initiatives within the region
Coordinate Report collection,
compilation, and submission to AGPAHI HQ, donors and other stakeholders;
Support the sub-grantees and sites in
collaboration with M&E officers, Data Management Officers and Program
Officers, Clinical Services to make sure that all quarterly NACP report are
submitted to DACC, RACC and MoHSW (NACP) in time and complete.
Make sure that all program quarterly
reports (C&T, PMTCT, TB/HIV, Lab, PITC, supply chain and others) are
reported in time and in a required quality in collaboration with PO CS, PO LAB,
POCL and other staff.
Work closely and provide technical support to DMO in all matters concerning
data management at AGPAHI, sub grantees and site level.
Reviewing
of all reporting tool used by AGPAHI or its sub grantees where necessary
Critically review of data collection tools
used at AGPAHI health facilities as required or where necessary.
Support or provide advice in improving
these tools
Streamline the process of data collection to simplify and fasten the production
of reports.
Evaluation
and use of data of the program at field office to inform management of proper
decision making process:
Work with technical staff in
setting, monitoring and achieving program goals and targets
Play as key person in preparing and
providing constructive performance based feedback to staffs at AGPAHI, sub
grantees, sites and other stakeholders.
Reports on quarterly basis the program
implementation achievements, challenges and reasons faced implementation of
program activities and advised way forward. This should be qualitative way.
Reports on quarterly basis the outcome/effect/impact of using data through
standardized template and best practice identified in different sub grantees
and sites.
Assist
in operation research activities in the organization:
Work closely with technical staff to
support research and targeted evaluations; through involvement in proposal
development, developing tools for research and research techniques.
Involve in report writing and dissemination of research results (through
abstract submission in different conferences) after conducting the research.
Coordinate
overall Quality Improvement activities at Regional office:
Work closely with technical staff to
support quality improvement activities;
Perform QI performance measurement to all
sites with QI project when time is due.
QI Capacity building to site staffs through
trainings, coaching and mentorships
Coordinate implementation of QI activities
according the work plan in the region.
Monthly and Quarterly report to SIM QI on
performed activities, challenges and lesson learnt concerning QI.
Undertake any other duties as assigned by the SIM/RPC
Meeting
and workshop to represent AGPAHI
Participate actively in internal or external meetings concerning M&E, QI
and other project activities as delegated by the SIM/RPC.
Education,
Experience and Desirable Skills
A university degree, or higher in any of
the following areas: clinical medicine, Computer Science/ Information
Technology, Statistics, Epidemiology with strong experience on Program
Monitoring, Evaluation and Continuous Quality Improvement.
Knowledge and experience with HIV and AIDS
care and treatment Programs in Tanzania..
Knowledge and experience with PEPFAR
M&E reporting system and MoHCGEC HIV and AIDS Quality Improvement
Programing.
Proven ability to manage data and
familiarity with statistical analysis packages
Experience in writing of guidelines,
best-practice documents, abstracts, proposals and reports will be an added
advantage.
Experience in the development of quality
improvement tools and systems in HIV-related activities is an advantage

Overview:
The
goal of the pharmaceutical management and supply chain portfolio is to ensure that
supported facilities in the regions offer quality pharmaceutical services and
support HIV/AIDS commodities management to ensure quality care for
beneficiaries.
The
position will have direct and indirect working relationship with the AGPAHI
technical team, Ministry of Health, Community Development, Gender, Elderly and
Children (MoHCDGEC), Medical Stores Department (MSD), National AIDS Control
Program (NACP), USAID/CDC, Regional and Districts Health Management teams,
hospitals and health centers offering ART services in the regions mentioned
above.
Essential
Functions:
Coordinate AGPAHI responsibility in the
supported regions ensuring the distributed HIV/AIDS, Family Planning and TB
commodities reach to the beneficiaries.
Mentoring AGPAHI supported facilities staff
on good pharmacy practice, clients’ adherence to medication, good dispensing
practices, pharmacovigilance and rational drug use.
Collaborate with Regional and Council Health Management Teams in making sure
regions and councils are performing well in supply chain area including
implementation
of supply chain best practices and solutions.
Coordinate technical assistance and support
to the health facilities on proper documentation of logistics information in
the LMIS tools, forecasting, ordering, tracking inventories, and monitoring
HIV/AIDS, Family Planning and TB commodities consumptions and stock positions.
Collaborate with strategic information
department at AGPAHI on collection, analysis and transmit data and information
related to HIV/AIDS, Family Planning and TB commodities.
Maintain a strong and integrated HIV/AIDS,
Family Planning and TB commodities supply system with facilities overall
pharmaceutical management systems.
Maintain documentation of monthly and
quarterly reports of all implemented supply chain interventions and decision
making processes related to the position.
Support, guide, and serve as a technical
resource or participate in direct technical work for implementing supply chain
improvement strategies and management approaches in the supported regions.
Proactively identify opportunities to
document and share processes, successes and lessons learned during the
implementation of activities.
Conduct supply chain trainings, on-the-job
training and mentoring as needed.
Perform other duties as may be assigned by the supervisor and/or other team
members.
Qualification
and Experience:
Bachelor of Pharmacy from authorized
institutions and being registered by Pharmacy Council with at least 3 years of
experience in public health programs or relevant supply chain fields.
Formal training in Pharmaceutical
management and supply chain will be an added advantage
Experience using computer applications
including word processing, spreadsheets, Power point presentations and other
software related to information systems is required.
NGO experience especially USG funded
projects will be an added advantage.
Ability to travel out of the duty station to support technical supply chain
activities in the supported facilities.
Knowledge/Skills:
Thorough knowledge of national laws and
regulations governing pharmacy services and operations.
A proven ability to work as a part of a
team but be self-managing of own time and results, and to be a proactive and
clear communicator.
Strong preference for a candidate able to
work with diverse teams and is a team player, can take initiative, be flexible,
adaptable, creative, and demonstrates technical leadership.
Excellent oral and written communication
presentation.
Organizational skills for both analytical and problem solving.
