Program: Modelling Inclusive Pre-primary Education (MIPE)
Reporting to: Monitoring and Evaluation Coordinator
Contract type: Part time
Contract duration 3 months
Location: Dar es Salaam

ADD International Tanzania Country Office is seeking to recruit highly qualified, self-motivated and experienced Monitoring and Evaluation Officer to strengthen country programme delivery: Monitoring and Evaluation Officer will be providing support in monitoring and evaluating ongoing projects in four district councils of Pwani Regions -

Key Duties and Responsibilities
• Dissemination of monitoring and evaluation data, reports and findings to appropriate stakeholders including programme partners
• Development and implementation and oversight of appropriate M&E systems, indicators and tools
• Ensuring accuracy of entered data and comparing it with the existing filing system to make sure all records are consistent and aligned .
• Ensure monitoring and evaluation systems and tools, data collection, entry, cleaning and storage are appropriately implemented by project staff and implementation partners
• Ensure monitoring and evaluation data is analyzed and its findings are discussed on regular monitoring data reviews quarterly to an appropriate standard and that results of analysis inform project decision making
• To analyse and discuss findings based on regular monitoring data'
• Assist in refining the project log frame, systems and tools to ensure the project is being monitored and evaluated effectively, efficiently and in line with project targets
• Share ideas and best practice with other programme partners, staff and stakeholders
Collection and documentation of programme impact stories
• Ensure that all programme staff and partners have the capacity to conduct field work
• Coordinate output monitoring, analyse basic monitoring data and present' findings coordinate the implementation of appropriate training monitoring approach to ensure quality training delivery and target
Financial Management
• Setting up and overseeing component's budgets;
• Develop and submit activity budgets for MIPE education and training implementation
• Submit activity (financial) reports to the finance department within the authorized time frame and donor requirements.

SKILLS, KNOWLEDGE AND QUALIFICATIONS:
Qualifications
• Graduate in Statistics, , Social Science Community development or Development studies,
• Minimum experience of 2 years in monitoring and evaluation
• Knowledge and understanding of project monitoring and evaluation and Iog frame work approach
• Understanding of the current M&E trends and especially M&E systems in development organisations
Experience of field data collection
Experience of report writing
• Experience of conducting research
Experience of organizing lesson-learning sessions

Skills
• Monitoring and evaluation techniques and processes
• Data collection and management
• Analytical and research skills
• Good command over report writing in English
• Good interpersonal skills
Excellent computer knowledge with command on MS Excel among other packages of
MS Office
• Handling data through SPSS
• Communication skills for presenting monitoring findings

Understanding theory of change (TOC) the logical framework approach and 'Other planning approaches
• Excellent interpersonal skills, Excellent command in both English and Swahili
