Job Description
The Finance Director is responsible for the financial management of PCI in Tanzania. This position is responsible for the direct supervision of the National Accountant(s).
The Finance Director, in close coordination with PCI departments, ensures that internal control procedures are followed and PCI, US government and other donors’ requirements for financial management, compliance, and accounting, budget planning, monitoring and reporting are fully met in a timely manner.
Key Duties & Responsibilities:
Budget Planning, Monitoring and Reporting:
Understand PCI’s business model to minimize co-funding and meet annual financial performance goals
Develop budgets annually for existing projects and in response to opportunities for new projects
Monitor PCI program budgets to ensure that spending occurs as planned and that variances are anticipated, noted and corrected. Ensure that key program personnel are aware of their budgetary resources and are able themselves to monitor their budgets;
Prepare monthly variance analysis reports for each budget including accruals and initiate review with individual program managers;
Prepare any budget revisions and projections for PCI programs and respond to any questions;
Prepare financial information requested such as pipelines and accruals;
Prepare monthly financial reports, budgets, forecast and reports on variances for the PCI’s international office
Review payroll for accuracy of payroll register, salary computations, allocations to different programs and Journal entries posted in Accounting software
Ensure compliance with all statutory issues for IO and PCI-Tanzania local government authorities
Cash Management:
Review and approve the preparation of monthly funding requirements and ensure that all programs receive the funds approved for their use in a timely manner;
Monitor bank balances to ensure that reserves are adequate to meet current needs; and
Supervise the preparation of all payments to ensure complete documentation is provided and properly filed.
Internal Controls, Policy and Compliance
Lead the development of new policies and procedures concerning internal controls and operating efficiency;
Monitor existing compliance procedures and initiate potential improvements
Perform periodic internal control reviews to assure compliance with organizational policy and appropriate segregation of duties.
Assess financial, compliance and other relevant risks and establish risk mitigation processes
Maintain and perform regular general ledger analysis; and
Ensure compliance with PCI approval matrix
Ensure compliance with PCI accounting, procurement and Sub-award manual
Ensure proper asset management
Project Close Out:
Ensure that close out forecasts are made beginning six months ahead of project end date and that spending during those six months is closely monitored; and
Follow PCI’s project closeout procedures and ensure that there is complete compliance with all USG and other donor required close-out regulations.
Other:
Participate in PCI’s innovation efforts and in teams on innovation initiatives

Position Parameters/Special Responsibilities Required:
The position will be based in Dar es Salaam, Tanzania but will require frequent travel to the field offices.
Ability to travel in-country and internationally up to 30% of time.
Required Experience
Bachelor’s degree in a related field or the equivalent. Eight or more years in accounting and financial management with experience in non-profit accounting required;
Grant management experience and knowledge of US government grant-making rules and regulations is required;
Experience in managing multi-year food security program is required;
Experience with and commitment to working in a diverse workforce;
Demonstrated ability to work effectively with local and/or international non-governmental organizations, community-based organizations, and other grassroots organizations;
Demonstrated management skills in a multi-cultural context. Excellent interpersonal and communications skills and ability to work with people of varied backgrounds.
Ability to work under pressure and handle multiple and time sensitive deadlines;
Highly proficient in using general ledger, Word, Excel, e-mail and web browser software
Demonstrated ability to utilize new software applications effectively;
Fluency in English with excellent verbal and written communication skills;
Experience working outside Tanzania in International non-profit organizations is preferred.

Women Empowered (WE) Capacity Building Officer

Job Description
PCI Tanzania is announcing a position of a WE Capacity Building Officer at its Musoma Regional Office. The incumbent will support FFE III program partners to implement PCI Tanzania’s Women Empowered (WE) program. WE is PCI’s type of VSL methodology that focuses on social and human capital advancements, with emphasis on women.
Key Responsibilities:
1. Design and adapt intervention including approaches, methods and techniques in alignment with PCI’s WE methodology.
2. Support the WE Coordinator to update and implement WE’s detailed implementation plan.
3. Plan, organize and facilitate relevant trainings and provide technical support to WE District Support Officers and partner Council officials.
4. Support WE District Support Officers in recruitment, training and capacity building of Community based Facilitators.
Qualifications:
1. Advanced diploma or University degree in Community Development, Social Sciences or other relevant field.
2. Master's or other postgraduate qualifications in Community Development, Social Sciences and other relevant fields is an added advantage.
3. At least 5 years managing or providing technical support to community level savings and lending group programming.
4. Strong understanding and up-to-date technical knowledge of best practices in village and loan field. Technical ability in designing or adapting village savings and loan related curriculum. Substantial experience using and including participatory approaches in program implementation, including facilitation skills (and training of trainers).
5. Familiarity of social-economic environment and working experience of Musoma, Butiama and Bunda districts are added advantages.

Job Description
Location: The position is based at the PCI Arusha Office with work in Longido and Monduli districts.
Key Responsibilities:
Support District Community Development Departments and strengthen their capacity to progressively take on and manage WE-related program elements.
Work closely with the District Community Development Department to provide support to Ward Community Development Officers and Community based Facilitators in monitoring.
Providing direct support to WE Groups, and ensuring mutually agreed plans are successfully implemented.
Together with support from the PCI MLE Support Officers, analyze WE Group related information and follow a supportive supervision action plan with the Community Development Department.
Serve as a key point of two-way communication between PCI and the Districts in all matters pertaining to the Women Empowered Initiative programming as well as harmonizing any changes in plans on the part of either PCI or the Districts.
Qualifications:
University degree in Community Development, Social Sciences, or relevant field with a focus on community based savings and lending groups preferred.
Master's degree or Postgraduate Diploma in Community Development, Social Sciences, or related field is an added advantage.
3-5 years experience in community level savings and lending group programming, with a focus on gender sensitive, socio-economic programming in a rural context preferred.
Familiarity to the social-economic environment of Longido and Monduli districts, andknowledge of Maasai language and culture and/or working experience with Maasai community are added advantages

Key Responsibilities
In close collaboration with PCI's Senior Leadership Team, implement plans to verify adherence to approved programmatic, financial, and administrative procedures, approved Terms of Reference (ToR); Standard Operating Procedures (SOP); National Guidelines; donor guidelines; and PCI’s Gold Standards of Performance and Country Strategic Plan objectives.
Supports the Country Director and Finance Director by helping to verify donor regulation compliance and adherence to internal control procedures.
Monitors PCI’s capacity building activities, commodity distributions, and project activity implementation to ensure they are implemented according to approved policies and procedures; ToR; SOP; and nationally/internationally recognized best practices.
Develop strategies to reduce the risk of fraud and performs tests of fraud controls (financial, commodity and data) and identifies potential issues, escalating risks to the Country Director.
Qualifications
University degree and/or Master's degree in Auditing, Finance, Business Administration, or M&E.
10 years of experience in positions of increasing responsibility, preferably as an auditor/analyst or in M&E/Compliance.
Experience in fraud prevention and investigation.
Knowledge of USG rules and regulations and auditing practices.
