Monitoring, Evaluation, Accountability And Learning (Meal) Specialist

ROLE PURPOSE:


The MEAL Specialist represents a crucial aspect of programme quality management within Save the Children. He/she oversees the MEAL system, manages MEAL staff, feeds into country office strategy & planning, participates in proposal development & leads on reporting to donors and Save the Children’s annual report. He/she rolls out a system for monitoring organisational progress against the Programme Quality Standards, and develops and implements a realistic MEAL dashboard of indicators to regularly feedback on quality, ensuring that such systems are institutionalised within the existing thematic programme cycle framework and country strategic plan, and that staff have the capacity to implement the systems.  The MEAL Specialist also designs accountability systems for all field offices and specific programme components, ensuring that child’s participation in all feedback mechanisms is relevant and meaningful.  Critical to this role is an ability to coordinate inputs (e.g. Total Reach and reporting to Save the Children) from other large projects operated independently within the country office, such as Global Fund.



SCOPE OF ROLE:


Reports to: Director of Programme Development & Quality


Dimensions: The MEAL Specialist is responsible for ensuring the country programme’s MEAL system encompasses the following key components required of Save the Children globally: culture and function; design/programming support; monitoring; evaluation and research; accountability; and, knowledge management and learning.


Staff directly reporting to this post: Data and Knowledge Management Officer and MEAL Officers in each Field Office


KEY AREAS OF ACCOUNTABILITY:


System Design and Promoting MEAL


Lead on the development and oversee the roll-out of an organisational MEAL strategy (including M&E systems for Humanitarian Emergencies) in line with Save the Children’s quality standards and ensuring accountability to donors and beneficiaries. 

Ensures establishment of key indicators for each project and tracking of data across projects to establish the broader impact on children from all interventions, using a regular dashboard approach for Senior Management monitoring.
Promote all aspects of MEAL to support the creation of an organisational culture which prioritises quality programming, including alignment with Save the Children’s Programme Quality Framework.
Build strong relationships with colleagues and provide support as required to ensure MEAL system is understood and supported at country office level.
Work closely with the field office teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability, management and impact, including feeding into new proposal development and sharing lessons learned.
Designs and implements systems for sampling and verifying data quality across projects and thematic programmes.
Ensure that Technical Specialists develop thematically appropriate checklists and verification tools for standard programme activities (e.g. trainings, Children’s Council meetings, nutrition sessions).
Staff Management, Mentorship, and Development

Provide management and leadership to the MEAL team in the Tanzania country programme, forming a solid team with clear objectives around data quality, evaluation standards, accountability and learning.  This requires creating cohesion with the field MEAL staff working in different geographic areas who have dotted line management by Field Managers on a day-to-day basis.

Oversee the recruitment of appropriate MEAL staff in the Tanzania Country Office.
Manage the MEAL team to ensure that the MEAL system operates effectively with the support and resources required and that there are clear links and reporting lines between field and Dar-es-Salaam level and between PDQ and other country office departments.
Support the MEAL team progress on specific projects, providing management oversight on progress and problem-solving in case of challenges, particularly for baseline/endline research, assessments and operational research.
Manage the performance of direct reports in the MEAL unit through performance management, coaching, mentoring, training and development.
At the organisational level, devise and manage a MEAL training programme with the goal of increasing capacity and awareness of MEAL for all staff aligned to the MEAL strategy. Assess training needs and engage MEAL team staff to roll-out the training programme, especially to orient new project staff and managers.
Internal Reporting

Responsible to ensure that the organisation delivers on all internal M&E requirements (including any Humanitarian Response reporting) in a timely manner and with high quality information.

Develop systems for monitoring and reporting on Save the Children global indicators and quarterly reports, total direct and indirect reach data.  Develop systems for ensure monitoring of child participation and advocacy.
Receive regular field monitoring and accountability reports from MEAL staff through the dashboard approach (and other forums for data review) and circulate to the country office teams, ensuring that action plans are included and followed up and that SMT reviews reports regularly.
Ensure that the field offices manage a clear system of feedback and response from key stakeholders, particularly children, and presents the information to SMT for decision making purposes.
Promoting Learning for Strategy Development and Decision Making

Ensure that data is brought together and findings from across thematic and operational regions (through evaluations and project reviews) is consolidated and shared to allow analysis of impact and promotion of learning and strategy development for the whole organisation.

Lead on technical support, including formation of TOR and selection of consultants, for evaluations and provide technical review of progress and final reports.  Synthesise this information to improve organisatonal performance and impact for children.
Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges.
Organise all project evaluation and review in-brief and debrief sessions, with lessons learned shared, in collaboration with the respective project manager.
Support the Director of PDQ to analyse progress against organisational objectives and strategies.
External Reporting and Representation

Ensure external accountability to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting

Ensure that high quality analysis reports demonstrating Save the Children’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events.
Ensure that Save the Children is represented at relevant inter-NGO and government level meetings (related to MEAL) to enhance inter-agency best practices sharing and learning.
Programme Design and MEAL Resources

Ensure that MEAL is an integral part of the programme design stage and features in all proposal development.

Reviews and approves all questionnaires and sampling plans for baseline/endline with consultants and relevant staff.
Maintains databases and data analysis software usage and storage with ICT.
Ensure that MEAL resources are included in proposal development and work creatively to secure funding from diverse sources, to ensure that MEAL is integrated in emergency and development programmes in a sustainable way.
Other

Initiate operations research to test new innovations, identifying better opportunities and approaches and roll out into Country Office programmes.

Test and integrated Save the Children Programme Quality Framework elements into programme design, delivery and evaluation.
Ensure that child participation and child safeguarding is integrated into solid design and delivery.
Participate in PDQ meetings, quarterly review meetings, planning and other country office forums, as requested.

QUALIFICATIONS AND EXPERIENCE

Masters degree in an area of social development or equivalent.

Recommended a minimum of five years experience working in MEAL roles including in a senior management position, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, child rights governance, health and nutrition.
Experience of working on all elements of MEAL including designing, rolling out and managing systems.
Experience of securing resources from donors for MEAL activities/staffing and budget management.
Proven experience in designing Terms of Reference and managing large-scale evaluations.  Ability to design and review evaluation tools and approaches, including operations research.
Awareness of international quality standards (Red Cross Code of Conduct, SPHERE Standard, HAP Standard) and proven experience of using these standards in practical ways to promote quality and accountable programming.
Direct experience of working with communities in participatory activities, including confidence in working with children and an understanding of child-friendly participatory methodologies.
Proven success in managing a team and dedication to staff development.
Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

CHILD PROTECTION TECHNICAL SPECIALIST

ROLE PURPOSE:


Save the Children has been working in the Child Protection (CP) sector on Mainland and Zanzibar, and will be expanding these activities in the coming years.  The position of CP Specialist will advance this work on a technical level and ensure excellence in programming, including demonstration of tangible results for children in Tanzania.  The CP Specialist will provide strategic and operational leadership in this process, drawing on current global evidence, practices and approaches.  She/he will assume the overall responsibility for the growth, development and implementation of the CP portfolio in line with SC Tanzania’s strategy plan and SC’s Global Theme on Child Protection.  She/he must bring an innovative leadership profile with a proven track record of working with child protection issues and a sound technical background in programme design and delivery. The post holder should also have a solid understanding of the child protection sector and government structures (national and local level) in Tanzania and some of the current challenges to enforce, protect and fulfil child rights in the country, linked to national action plans, strategies, tools and stakeholders.


SCOPE OF ROLE:


Save the Children has been operational in Tanzania since 1986 with an initial presence in Zanzibar, extending to the Mainland with multi-sector programming.  The present five field offices located in Zanzibar, Shinyanga, Lindi, and Songwe provide services to children in the areas of child rights, child protection, health and nutrition, livelihoods and education.  Save the Children is also engaged in the emergency response in Kigoma Region and supports with child protection and education projects the Burundi refugees in Nyarugusu and Nduta camps.


Reports to: Director of Programme Development and Quality (with strong links to Director of Programme Implementation)


Dimensions: The job has five core functions: strategy, quality programming, resource mobilisation, monitoring and evaluation, and advocacy and representation.  Child rights and child participation forms part of all that Save the Children does throughout the spectrum of humanitarian to development.

KEY AREAS OF ACCOUNTABILITY:


Strategy:


Provide overall oversight and strategic guidance, strong leadership and technically sound decision-making processes in the Child Protection portfolio, as well as ensure CP is integrated into all thematic areas of Save the Children’s work, particularly Education and Health and Nutrition.

Lead on development of thematic strategy for CP in line with Save the Children’s Country Strategic Plan for Tanzania, with support and guidance from the Director of Programme Development and Quality (DPDQ).
Lead in developing and realising practical CP plans as part of country annual planning process.
Contribute to strategic discussions regarding child protection and participation in the country office.
Coordinate with other technical teams in PDQ, and in the field, to ensure a holistic approach to programming that focuses on results for children and their caregivers.
Technical Programme Quality:

Based on guidance and in coordination with the DPDQ and DPI


Support the operations team in identifying and addressing technical gaps in planning, implementation, monitoring and reporting of CP projects, in coordination with quality programmes team

Lead on and ensure the technical quality delivery of CP projects of the country programme
Support implementation teams and relevant project/programme managers to use technically sound approaches to build the capacity of children, parents, communities, schools, other institutions and government to improve child protection and child participation in Tanzania, including in humanitarian settings.
Build technical capacity in the implementation teams and partners to produce top class donor reports demonstrating clear achievements and learning in child protection, by working with MEAL and Award Management teams.
Review all CP reports for technical quality and ensure information is correctly presented as per Save the Children global standards, evidence base and reality in Tanzania.
Collaborate with and respond to technical assistance from Save the Children Members, coordinating inputs as appropriate for projects.
Review research and participate in discussions related to CP programming to ensure technical excellence and innovation in our projects.
Represent the CP portfolio to the Programme Development and Quality team, especially in weekly and quarterly programme review meetings.
Monitoring and Evaluation  

Work closely with programmes and operations teams to ensure that all projects related to CP have robust monitoring plans, baselines, reviews and evaluations in line with project designs and donor guidelines.  This includes develop monitoring and reporting systems for existing programmes with field staff and the Monitoring, Evaluation, Accountability and Learning (MEAL) team, and updating senior management on progress towards targets, as well as programme learning.

Assist the operation team in technical assessments of local/implementing partners.
Assist MEAL team, Operation teams and partners to carry out regular monitoring and measure and report on achievement and progress towards project objectives and results. Ensure that benchmarks are established, tested and results reviewed for improving quality in CP activities.
Organise periodic technical project review meetings with operation teams (programme/project managers) and partners and internally share progress and action
Carry out extensive field visits to document observations and experiences and share them with operations, MEAL and finance teams and influence management action for improvement of technical and quality aspects in projects. 
Work with MEAL and operation teams to carry out relevant studies and document and disseminate good practices in projects related to CP.
Coordinate innovation and testing of new strategies through operational research and careful documentation of project decisions and outcomes.
Write case studies of CP successes and challenges.
Advocacy and Representation:

Identify CP advocacy issues that are relevant to our strategy and to the children we work with.

Participate in, or organise representation, at key opportunities and events for Save the Children to position itself as the leading organisation for CP in Tanzania. 
Develop realistic and sustainable strategies for children to participate in advocacy for CP issues in a safe and meaningful way.
Work with programme quality team to support operations teams in developing local-specific advocacy strategies and messages in the area of CP, particularly aligned to the global Campaign.
Support operation teams as requested and build their capacity to lead representation and advocacy in technical, government and civil society fora within Tanzania for CP.
Participate as delegated in relevant internal and external fora including donor meetings and working groups related to CP and thereby take proactive actions to profile SC’s work and create synergies with other organisations.
Identify and secure potential technical resource persons and organisations for their support in advancing Save the Children’s advocacy in the CP sector. This involves forging partnerships with local and international child protection agencies, including the Global Partnership.
Establish and maintain strong working relationship with CP technical advisors of SC members and SC Global Theme (globally and regionally), thereby ensuring that the country programme benefits from possible opportunities (funding and other programme developments areas) and technical assistance arising from such relationships.
Resource Mobilisation:

Work together with programme operation team to initiate and design high quality, cost-effective, innovative and sustainable project proposals and concept notes related to child protection.

Proactively seek information on potential donor sources and share project opportunities in CP with PDQ, Awards and operations teams linking to country CP strategy.
Write proposals and design logframes/results frameworks for new CP projects.
Develop budgets with operations teams to ensure technical resources are available (human and project activities) for proposed activities.
Develop concept notes for potential donors.

Degree in social sciences related to child protection or related field

At least 5 years of professional experience. in child protection.
Demonstrable knowledge and experience in child rights and child participation
Knowledge of current national and regional debates on CP policies and practices
Demonstrated experience of developing and managing relationships and funding from donors or other development partners.
Prior experience at a senior level, developing proposals for large grants (excess of US$500,000) and complex projects.

Demonstrated experience working with international, national and/or regional level government structures to strengthen the capacity of the government to deliver services.
Proven experience in programme development, project cycle management and monitoring and evaluation related to the sector including writing up high quality project/donor reports.
Proven experience and skills in advocacy and building work relationships with local/national governments and influencing institutional, private and/or corporate donors.

CHILD SAFEGUARDING:

ROLE PURPOSE:


Under the guidance of the GF Logistics officer, the driver will be responsible for managing the transportation of the programme staff for successful implementation of Global activities. H/she will be responsible for transporting staff across Tanzania to implement programs and other official businesses.  


SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:


Driver must know:


•All traffic regulations.


•Preventative maintenance required for the vehicle.


•Basic first aid techniques.


•Actions to be taken in the event of an accident.


• Basic Knowledge on vehicle maintenance and repair


•Be able to fill forms and documents.


Support transport to Save the Children Staffs


–     Maintain a valid driving license, registration and valid permits at all the time.


–     Providing periodic usage report of vehicle including total mileage, fuel consumption and expenditure.


–     Follow and abide by the traffic rules, regulations, driver safety manual and any other instructions given by Driver     Supervisor or management.


–     Ensure the filling of log book for each travel allocated for the Programme staffs both in local and outstation travel.


–     Ensure the staffs are well supported for transport from office to the field office.


–     Handle transport of all staff, visitor and equipment/materials.


–     Maintain vehicles including fuel, lubrication, and oil, interior and exterior.


–     Prepare mileage and fuel consumption.


–     Report and supervise all maintenance and repair needs of assign vehicle.


–     Maintain vehicle first aid box, communication equipment and fire extinguisher and protect the vehicle while at outside   office premises.


–     Help in loading and unloading of official materials


–     Work after duty hours or on holidays as and when required as per program needs and supervisor instructions.


–     Ready for extensive field visits during odd days and time.


Reporting


–     Reporting is an essential part of the position’s job description, including fuel consumptions, vehicle maintenance and vehicle repair.


–     Reporting shall be made to the Logistic Officer and health programme manager and sharing lessons learned as per donors and SC requirements. 


–     Completion of all reporting requirements in line with Save the Children requirements


Other


–     The Driver may be responsible for additional tasks and duties as and when required to support the overall Country Programme priorities.


–     The post holder is required to comply with SCI policy and practice requirements with respect to health and safety, child protection, child safeguarding, equal opportunities, anti-fraud  and corruption policy, and other relevant policies and procedures.


–     The post holder will be responsible to fulfill any other duty assigned by the Supervisor.

Holder of a  PSV Certificate from the National Institute of Transport (NIT)
At least three years’ experience of successful driving both in towns and up country
Significant experience working as a driver with an international non-governmental organization, donors and government bodies for health programmes.
Have valid driving license, registration and valid permits at all the time.
Understanding and commitment to principles of child rights and child protection.
Commitment to and understanding of SCI’s aims, values and principles.
Excellent written and spoken English and Kiswahili.
