Management and Development for Health (MDH) is a not for profit organization addressing public
health priorities by working with the Ministry of Health, Community Development, Gender, Elderly and Children; as well as academic and non-academic institutions to address the problems of tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people.
MDH seeks to recruit competent individual to fill the following vacancy:

DIRECTOR OF PROGRAMS – Dar es Salaam
Located at MDH Head office in Dar es Salaam and reporting to The Chief Executive Officer
Job summary:
Under the guidance of Chief Executive Officer and Chief Operating Officer, Director of Programs will oversee all technical programs and projects. S/he will oversee the coordination and administration of all aspects of an ongoing programs and projects in terms of planning, organizing, staffing, leading, monitoring, controlling and ensuring intended results are achieved efficiently and economically within the agreed time frame. The Director of Programs will be an integral part of the Senior Management Team.

Essential duties and responsibilities
Essential duties and responsibilities include, but are not limited to the following:
 Develop new initiatives to support the strategic direction including long-term goals and objectives to achieve the successful outcome
 Ensuring program and project results are achieved in a timely manner, efficiently and economically
 Develop annual budgets and work plan to support programs and participate fully in evaluation framework to assess the strengths of the program according to set targets and identify areas for improvement, setting and implementing strategies to achieve project results.
 Ensure program operate within the approved budget, monitor and approve program expenditure requests
 Ensure program activities operate within the MDH, donors’ and government policies and procedures
 Oversee and supervise the day to day project activities, manager, deputy director, functional project managers/officers by providing technical assistance.
 Participate in relevant meetings with donors and other partners/stakeholders
  Take a lead and active role in providing technical inputs in various project funds proposal development processes and to be submitted for funds applications from donors
 Take lead in supervising and monitoring implementation of program objectives and planned activities.
 Review and evaluate programs/projects challenges and successes and adopt and apply consistently best practices and strategies to achieve program and project goals
 Prepare reports on the program/project for management, donors, and stakeholders including quarterly, semiannual and annual narrative progress reports
 Addressing and responding technical queries from donors, government and stakeholders
 Facilitate project and program mid-term and final evaluations and apply for better results
 Ensure dissemination public health policies, standard operating procedures, guidelines of the Ministry, WHO, donors, etc.
 Participate in capacity building of program staff
 Support Chief Executive Officer and Chief Operating Officer in preparing for materials, presentations, reports for the board and board committee meetings
 Work closely with other departmental leaders to help program and projects achieving results
 Undertake any other work assigned by the Chief Executive Officer and Chief Operating Officer.

Requirements:
Education and experience
 Postgraduate degree equivalent of Masters Degree or PhD in Public health
 A background with Degree of Medicine is an added advantage.
 Skills in program and project management
 Strong analytical and problem solving skills
 Program and project data analysis, interpretation, dissemination and make evidence based decisions to improve performance
 Ability to mobilize resources for programs, projects and operations
 Experience in developing, maintaining and scaling up public health programs
 5 years in donor funded program management, 3 years at a senior level
 Extensive years of experience in successful proposal development
