Program Overview.

Pathfinder has had a presence in Tanzania since 1960 when it supported the founding of the national family planning movement.  Since the 1980s, Pathfinder has collaborated with the government on the development, refinement and establishment of community-based programs for FP, HIV/AIDS, and more recently maternal and new born health. Pathfinder is currently in the process of expanding its family planning programs.  The organization is now seeking a highly motivated, self-driven, and experienced manager to lead a new urban FP service delivery project.  With a primary focus on service delivery, the project will improve the quality and availability of long-acting and permanent contraceptive methods (LAPM) and post-abortion care services in public sector health facilities in urban areas of Tanzania. To support the service delivery focus of the project, Pathfinder will also work within communities to increase service-seeking behaviors and engage individuals in processes for demanding quality services. By doing so, the project will foster an environment in which women of reproductive age (WRA; ages 15-49) in the project catchment areas have the choice of if and when to become pregnant and of how many children to have. To achieve this, the project has set a goal to increase use of comprehensive contraceptive services—particularly long-acting and permanent methods—and increase access to comprehensive post-abortion care services.

Position Purpose

The Clinical Services Mentor/ Project Officer will mainly be responsible for supporting Contraceptives and cPAC clinical service providers through on-job training and systematic mentorship at the facilities in the intervention areas. CSPO reports directly to Clinical Technical Adviser. The job requires 75% of work spent in health facilities working and supporting providers.

Key Responsibilities

  • Participate in Contraceptives and cPAC service provision assessment, identifying gaps and jointly develop plans with the project team for service improvements.
  • Develop facility visits schedule and ensure it is jointly approved by the project supervisor and the CHMT.
  • Serve as an immediate link between health facility management team, CHMT and the Pathfinder International project staffs.
  • Conduct and facilitate mentorship and on-job skills trainings to the providers and ensure progressive growth in individual provider’s skills and knowledge in contraceptive service provision.
  • Work with the facility management team and providers to ensure quality standards for contraceptives and cPAC services are implemented and always adhered to.
  • Prepare health facility and providers skill reports and ensure success and challenges are shared among project team and CHMT. This includes jointly developing individualized provider and facility improvement plans.
  • Participate in training of Service providers in provision of youth friendly cPAC and Contraceptive services as assigned by the supervisor.
  • Support health facility teams in data collection, compiling, and reporting. In addition, the project officer will build capacity of the facility teams and providers to use service delivery data for decision making.
  • Collaborate with project staff, CHMT and partnering NGO’s to ensure effective bi-directional linkages are established and maintained between health facilities and community services. 
  • Work closely with other project staff to coordinate efforts to support project’s implementation
  • Collaborate with facility staffs, management and CHMT to coordinate and ensure contraceptive commodity security is always maintained.
Basic Requirements

·         Nursing Diploma or Degree with over two years’ experience in the provision of contraceptive services, in particular LARC (Implants and IUD insertions and removal). PPIUD training will be an added advantage.
·         Postgraduate or Master of Public Health is an added advantage.
·         At least one year of experience of working on SRHR programming.
·         Familiarity with the National Guidelines for the provision of FP and cPAC services.

Preferred Qualifications
·         Experience in conducting/facilitating trainings
·         Experience of working with international NGOs, NGOs, district administration, public health facilities will be an advantage
·         Good knowledge on quality improvement and quality assurance of health services
·         Strong communication, facilitation, liaison, and motivation skills
·         Good training skills
·         Ability to collect data; expertise in compilation; analysis of data and writing reports
·         Computer skills: MS Word, Excel, PowerPoint, Outlook, and Internet Explorer
Ability to work independently with minimal supervision
