Environment Officer

Environment Officer
The Environmental Officer will be based in Kibondo and will have responsibility for all three
camps, working with partners and stakeholders to ensure environmental impacts are minimised by mainstreaming environmental factors into refugee-hosting activities. The role requires the Environmental Officer to be able to assess the environmental conditions at refugee hosting areas and analyse how, and to what extent, those situations affect the environment and to formulate specific projects for addressing impacts. In addition, the incumbent would be expected to monitor and evaluate the environmental interventions, undertake capacity building activities and report on environmental matters.

Typical Functions May Include:
A. Coordination and Rollout of Environmental Strategy:
· Act as focal point and liaison officer for all matters related to the environment amongst the different sectors within UNHCR, the government, and NGOs and maintain a network of strategic partnerships to harmonise and coordinate environmental projects
· Liaise with technical sector leads (e.g. shelter, WASH, livelihoods, protection, camp coordination and camp management, etc.) with a view to minimising environmental impacts at refugee hosting areas
· Propose and coordinate the design of environment programmes with relevant stakeholders, based on the outcomes of baseline reports and feasibility studies
· Co-chair the Environmental Working Group with the Ministry of Home Affairs Environmental Coordinator and develop Environmental Committees at camps
· Develop and ensure implementation of environmental policies, strategies and action plans including UNHCR Tanzania’s Environment and Wellbeing Strategy

B. Technical Support:
· Assess and report on environmental conditions at refugee hosting areas
· Collect and analyse existing data and information concerning the status of the environment in the refugee hosting areas
· Identify environmentally sensitive areas and threats related to the refugee hosting areas and establish management plans and Standard Operating Procedures (SOPs) to minimise impacts
· If required, participate in site selection and the collection and analysis of baseline environmental data and EIAs to inform site planning and camp development

C. Monitoring, Evaluation and Reporting:
· Develop and implement a strategy for monitoring of environmental interventions and impacts of the operation
· Supervise and monitor the implementation of environmental projects administered by UNHCR
· Lead and supervise planning and reporting processes on issues related to the environment

D. Capacity Building:
· Identify skills and knowledge gaps relevant to the environmental issues among UNHCR staff, partners, people of concern and local host communities.
· Develop and coordinate training and capacity building activities to address the identified skills and knowledge gaps.

Minimum Qualifications and Professional Experience Required:**
· An advanced university degree in biology, environmental science, natural resource management, forestry, climate change, or related fields
· Minimum of 6 years of relevant job experience
· At least 2 years of international working experience in development and/or humanitarian settings and at least 5 years of experience dealing with environmental issues
· Experience with or working knowledge of rural energy provision in humanitarian or development settings would be advantageous
· At least 2 years project management experience with demonstrated ability to coordinate and implement environmental projects
· Solid skills in analysis, using and presenting quantitative and qualitative data, and report writing
· Familiarity with community-based and participatory approaches
· Experience in designing and facilitating training programmes
· Fluency in written and spoken English.
· Computer literacy in MS Office Suite and other relevant software
· An ability to think creatively, take initiative and problem solve
· Demonstrated ability to work independently and in a multi-cultural environment
· Flexibility and adaptability
