Monitoring and Evaluation Officer
 Ruvuma Orphans Association (ROA) is a Non-Governmental Organization established in
1999 and registered in 2001 with a commitment to serve the community especially marginalized groups like people living with HIV/AIDS, Most Vulnerable Children and others.
The many needs and anomalies in Tanzania and Society, like Orphans and other Vulnerable Children, increased number of street children and lack of communal responsibility, increase in the prevalence rate of HIV/AIDS, existence of Gender Based Violence and Violence Against Children (GBV/VAC), violation of human and children rights, increased number of Home Based Patients due to chronic diseases particularly AIDS, presence of many Tanzanians who are not yet aware of their HIV status, presence of many AIDS patients who have absconded from hospitals due to religious beliefs and traditional healing, extreme poverty among majority Tanzanians particularly those who are residing in remote areas, families with vulnerable children  and with patients suffering from chronic diseases and environmental destruction and pollution.
For a long period now, Ruvuma Orphans Association (ROA) has been implementing various projects under the support from different donors, one of these being the Comprehensive HIV/AIDS Care Program through the support of HJFMRI locally known as Walter Reed Program- Tanzania (WRP-T). This major program is divided into three program areas namely Community Based HIV/AIDS Services, Prevention and Testing and Counseling (HTC).
Now, ROA in collaboration of WRP-Tanzania wants to urgently recruit the most qualified candidates to implement the Monitoring and Evaluation activities of the HIV Care and Support Program.
Job Title:                              M&E OFFICER
Reports to:                         Program Manager          
Duty Station:      Songea

Roles of Monitoring and Evaluation Officer (M&E)
•             Assist the Project Coordinator in designing and planning the Data collection strategies as per approved work plans and budgets
•             Ensuring availability of relevant data collection tools and ensuring consistent use of relevant tools in data collection and reporting processes.
•             Conducting data verification and periodic data audits to ensure data quality at all times through reviewing all data collected
•             Maintaining proper documentation of program including periodic progress reports.
•             Facilitate the program team in preparation of annual and quarterly work plans in line with the program descriptions and timely submitting to HJFMRI for approval.
•             Tracking the implementation of the approved work plans to ensure timely delivery of services to project beneficiaries.
•             Provide training, mentoring and supportive supervision to the volunteers and program staff on performance related maters
•             Timely submitting monthly and quarterly program reports to the Program Manager.
•             Maintain clients’ information with confidentiality
•             Undertake other duties as reasonably assigned by Project Coordinator

Academic qualifications, Knowledge, Technical Skills and Experience:
•             University degree in Social Sciences, Public Health, Project Management, Statistics and other related field
•             Should have 2 or more years of experience in data collection, analysis and report writing
•             Ability to design Monitoring and Evaluation tools
•             Ability to train and build capacity to others 
•             Strong computer application skills and ability to use appropriate software such as MS Excel, MS Access, MS Word, MS Power Point etc etc.;
•             Strong organizational and analytical skills and ability to work well under pressure and with minimal supervision.
•             Excellent verbal and written skills in English 
•             Ability to drive and possession of a Driving license is a compulsory requirement
•             Willing and able to be based and travel regularly within remote areas.
