CAMRIS International is seeking a Lead Field Supervisor/Facilitator for an upcoming indefinite delivery, indefinite quantity (IDIQ) contract to provide support services to improve data-driven decision making, planning, and implementation for USAID/Tanzania and its implementing partners and local partners, including the National Bureau for Statistics and other Tanzanian institutions.

Note: This position is contingent on contract award.

Responsibilities
-Coordinate all data collection and management of survey teams.
-Work closely with the other Key Personnel to design and implement -surveys and focus groups that are included in the design of the evaluation.
-Manage operations and logistics.
-Liaise with USAID staff, implementing partners, and other project stakeholders.
-Attend meetings with local, regional, and national stakehodlers as required.

Qualifications:
-A graduate degree in statistics, international development, management, social science, or a relevant field.
-areas, designing focus group questions, and facilitating discussion groups.
-Strong written and verbal communication skills, supervision, and management skills.
-Ability to work with and lead diverse teams.
-Fluency in written and spoken English and Kiswahili is required.
-East Africa experience is considered a plus.
-Previous work experience with USAID is preferred

FIELD SUPERVISOR
Overview:

Country Director will provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of Jhpiego’s programs. This includes guiding the strategic planning, design and implementation of country programs and achievement of planned results. The Country Director works closely with the Ministry of Health, Botswana Defence Force, donors and partners to streamline efforts and ensure complementarity of projects and serves as the primary point of contact for Jhpiego in Botswana. The Country Director is responsible for overseeing the design of new projects, timely and cost-effective project implementation, compliance with Laws of Botswana, adherence to donor requirements, Jhpiego policies and procedures and program and technical standards of the organization.

Responsibilities:
§     Provide leadership and strategic direction to ensure programmatic and financial integrity of Jhpiego’s efforts in country
§     Develop and maintain outstanding working relationships with donors and potential donors, relevant Government departments, national and international implementing partners, and others who can help in Jhpiego’s efforts to strengthen support to the country
§     Ensure that all Jhpiego activities are in line with country priorities, and include substantial engagement of national partners
§     Engage regularly and early on with the Regional Director and Vice President of Global Program Operations on issues that could positively or negatively impact country operations.
§     Develop and lead the implementation of a Country Strategy for new program opportunities, with a focus on new strategic priorities
§     Lead intensive efforts to develop new business/program opportunities; this will include identifying and developing opportunities; negotiate for new partnerships, leading program design efforts; and identifying and coordinating proposal development teams
§     Work closely with Jhpiego’s home office staff to ensure effective, timely and coordinated responses to new program opportunities
§     Provide oversight of program activities, ensuring that the programs are technically sound, follow organizational standards and are responsive to the needs of the country
§     Ensure the quality and sustainability of all program approaches; work with program staff, partners and funders to continually improve programs to address challenges and meet needs and ensure achievement of the goals, objectives and targets of each project
§     Work with Monitoring, Evaluation and Research (MER) staff to ensure MER frameworks are developed, conduct relevant implementation research and data/results are effectively tracked and appropriately reported
§     Ensure preparations and timely submission of all programmatic and financial reports to Jhpiego and donors
§     Ensure that Internal Control Reviews (ICR) and external audit findings are documented and corrected in a timely manner
§     Ensure the programs are working within available resources and that the programs are fiscally sound
§     Ensure compliance with Botswana laws, Jhpiego policies and donor rules and regulations as well as all contractual requirements
§     Provide guidance, and take overall responsibility for ensuring accountability of subcontractors and sub-grantees
§     Oversee finance and project staff to ensure that realistic budgets are developed and expenditures tracked
§     Engage regularly and early on with Regional Director and/or relevant HQ officers regarding any irregularities in financial management or compliance
§     Develop a strategy for identifying, recruiting and building the skills of highly qualified and experienced staff, strategically linked to Jhpiego’s medium and long-term plans for growth in Botswana. Develop a strategy for progressively building the leadership and management skills of the in-country senior management team.
§     Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
§     Conduct annual staff evaluations and support professional development for staff
§     Revise staffing strategies to meet the changing needs of the country office
§     Represent Jhpiego’s interests and present progress, achievements and lessons learned to donors and other key stakeholders in public and professional circles through meetings, conferences, and presentations
§     Lead by example in communicating Jhpiego key messages to external audiences and complies with Jhpiego standards for submission of communication deliverables
§     Lead the development of a country communication strategy and develop and mentor in-country staff to deliver at least 3 communications pieces (success stories, high profile events with stakeholders and photo assets) annually to GECO for use in Jhpiego newsletter, corporate website and social media
§     Build the capacity of staff to serve as Jhpiego public spokespersons on intervention areas

Required Qualifications:


§     Post graduate degree in public health or related field
§     10+ years’ experience successfully leading the implementation and management of large public health programs
§     Botswana country experience or Southern Africa regional experience preferred
§     Strong business development experience, including proposal writing and negotiating with partner organizations 
§     Strong project management skills with experience using program management tools (Gantt charts, stakeholder matrix, work breakdown structure, issues logs, project charters, etc.)
§     Extensive knowledge of the international health program development field
§     Acknowledged technical skills in two or more of the following areas: HIV/AIDS, maternal, newborn and child health, cervical cancer, reproductive health training, including cervical cancer prevention, primary health care, ICT4D, Infection Prevention, quality assurance, program design, planning, implementation, and management
§     Knowledge and understanding of rules and regulations of international and U.S. donor agencies, including USAID and CDC, and private sector foundations
§     Comprehensive understanding of Jhpiego’s approaches to training and to performance and quality improvement
§     Capacity for analyzing technical problems and issues which impede efforts to provide improved health care to populations; developing technical solutions to these problems/issues and assisting in the design of operational research which could yield appropriate solutions to these problems/issues
§     Thorough understanding of and ability to analyze financial documents, projections, expenditures and accruals
§     Proven leadership and management skills, as demonstrated by successful previous residential leadership in one or more developing countries
§     Experience in leading and working with multi-cultural staff, including awareness of and sensitivity to working with multi-cultural groups in multiple socio-economic settings
§     Excellent skills in facilitation, team building and coordination 
§     Proven excellent communication and presentation skills, demonstrating an ability to communicate with various audiences including stakeholders, partners, and donors
§     Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
§     Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide
§     Ability to provide technical leadership to develop innovative country program
§     Ability to communicate effectively, instilling trust and confidence
§     Working knowledge of Setswana will be an added advantage
