Responsibilities
§ Assist with the design, planning, and implementation of the evaluation throughout the project's three phases.
§ Liaise with USAID staff, implementing partners, and other project stakeholders.
§ Provide staff with data analysis training.
§ Mentor junior staff.
Qualifications:
§ PhD in economics, international development, social science, or a related field.
§ At least 10+ years of professional experience and an understanding of issues related to sustainable economic development.
§ Strong written and verbal communication skills, supervision, and management skills.
§ Ability to work with and lead diverse teams.
§ Fluency in written and spoken English and Kiswahili is required.
§ East Africa experience is considered a plus.
§ Experience with USAID is preferred.

Responsibilities
§ Build in best practices for quantitative and qualitative data collection methods and tools and propose sampling frames and quasi-experimental approaches for impact and performance evaluations when applicable.
§ Provide support in designing, implementing, and utilizing performance and impact evaluations, sector assessments, baseline surveys, evaluation methodologies, and research methodology.
§ Guide evaluation managers on how best to monitor evaluation outputs to ensure that recommendations are evidence-based and actionable.
§ Liaise with USAID and other stakeholders.
§ Stay current and share new knowledge on state-of-the art technical, policy, and programmatic developments.
§ Facilitate global sharing and adoption of M&E best practices.
Qualifications:
§ Experience balancing the statistical validity requirements of rigorous design and the real-world conditions of activities on the ground, which require creative and untraditional designs.
§ Graduate degree in international development, economics, social science, statistics, or a related field and have not less than five years of demonstrated experience in evaluation, assessment and/or research design and implementation.
§ Experience should include expertise in developing experimental and quasi-experimental designs to evaluate international development programs.
§ In addition, fluency in written and spoken English is required, and Kiswahili language skills are also required.
§ USAID experience is highly desirable.

Responsibilities
§ Lead the task order and serve as the main counterpart with the Mission COR.
§ Supervise the evaluation expert and the performance monitoring advisor to assure that all data collection and capacity building is driven by the demands of USAID and external partner decision-makers.
§ Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
§ Liaise frequently and regularly with stakeholders including USAID staff, project participants, implementing partners, governments (at the local, regional, and national levels), as well as international organizations and donors.
§ Attend local, regional and international meetings, as required.
Qualifications:
§ A graduate degree in management, organizational development, international development, economics, statistics, or a related field.
§ At least ten years of experience working in project management in developing countries, preferably in Tanzania.
§ Eight years or more of demonstrated experience in enhancing performance monitoring, evaluation, and/or data use for decision-making.
§ Capable of high-level analyses and supporting Mission senior management in broad-gauged and big picture planning.
§ Fluency in written and spoken English is required, and Kiswahili language skills are also desired.
