JOB ANNOUNCEMENT
Management and Development for Health (MDH) is a not for profit making organization addressing public health priorities. MDH works with the Ministry of Health, Community Development, Gender, Elderly and Children, academic and non-academic institutions within the country and worldwide, to address tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people. MDH seeks to recruit qualified individuals to fill the following positions:
1. DISTRICT PROJECT MANAGER (1 position- in Kagera)
Reporting line: Regional Project Manager
Duties and responsibilities
The District Project Manager, reporting to the Regional Project Manager will be responsible for:
Providing the technical leadership to the supported program in the respective district, in close collaboration with the other Project Managers, Technical Advisors and other senior management officials.
Supporting and providing technical advice to the Council Health Management Treatment (CHMT) on program and related issues
Active participation in CHMTs planning, implementation, monitoring, evaluation, negotiations, capacity building and reporting program activities with Council
Effective communication and support provided to respective district, including but not limited to supportive supervision and mentorship
Supervising and coordinating MDH district technical team.
Strengthen and assuring the technical performance of the MDH projects.
Timely development of efficient HIV prevention, care and treatment work plans and the monitoring of the progress versus planned activities and targets in these work plans;
Identification of new partners, and the effective collaboration with existing partners
Developing and reviewing district sub-grantees’ proposals to assure realistic target setting, adequate allocation of resources, compliance review and financial performance review
Assuring data and reporting quality and in using Monitoring & Evaluation for effective project management;
Performing operational research to guide on best practices in project implementation
Participating in Public Health Evaluation, secondary analysis of data and writing conference abstracts and manuscripts for publication.
Attending district technical meetings with other development partners
Timely submission of work plans, reports on activities performed and challenges
Performing other relevant project related duties as assigned by the senior officials
Requirements: Education and experience
Medical Doctor
Master’s degree in Public Health is an added advantage.
At least 2 year experience working in HIV care and treatment
3 years of proven experience in design, administration, management and implementation of clinical initiatives
Ability to work under pressure and meet dead lines
Ability to conduct trainings
Ability to lead and supervise the respective MDH district team members, sub grantees, and other functional managers
3 years leadership skills in plan, coordinate, organize, interact and deliver best results to achieve targets
3 years minimum experience in preparing project work plan and budget
3 years’ experience in reading, analyzing and reporting data to assist in determining progress and decision making processes
3 years experience in managing donor funded projects/programs
Excellent interpersonal skills
Position: PROJECT ACCOUNTANT (1 position- Dar es Salaam)
Reports to: Finance Manager
Job summary
Project Accountant is responsible for handling accounting and clerical duties including but not limited to processing timely of monthly Bank reconciliation statements, payment transactions, receiving cash income, preparing financial and procurement documentation, review of advance transactions, filing of accounting documentation. Preparation of Local Purchase Order for both local and foreign vendors.
Processing duly approved disbursements of both Cash and Bank in adherence to policy and procedures.
Ensuring that all payment requisitions are complete with all the necessary support documentation such as pro-forma invoices/bids, local purchase order, selection minutes, delivery notes, tax invoices, etc. before making payment. Also, ensuring that all payments are properly coded and cancelled by PAID stamp.
Recording and posting of approved financial transactions into the accounting system
Making and processing advance payments including but not limited to travel advances, sub contractors/grantee advances, etc.
Ensuring office costs are identified and correctly apportioned and charged to the respective projects/donors and other costs centers.
Store of Inventories, Custodian related documents and system. System inventory management and Prepare of Stickers Assets/Equipment.
Preparation of Local Purchase Order for both local and foreign vendors and preparation of disbursement forms to enable payments.
Maintain security and safety of stock in Office store. Create inventory monthly reports for the Finance Manager
Maintaining of accounting records and filling them in an appropriate manner. Assist in preparation of report of financial Reports.
Making payments through MPESA to Training participants, Facilitators, Patient Trackers, and various Partners.
Accurate and timely preparation of monthly Bank reconciliation statements internal according to guidance and laid down policies & procedures.
Ensure adherence to accounting and financial standards as per IFRS, ISA and Tanzania legislation, with comprehensive internal policies and procedures.
Perform any other task as assigned by Finance Manager
NEEDED QUALIFICATIONS:
Education and Experience
Advanced Diploma or University degree in Business, Finance, Administration or Accounting
At least 2 years’ experience in accounting job.
Professional qualification would be an added advantage
Knowledge, skills and abilities
The Incumbent must have proficient knowledge in the following areas:
Knowledge and experience on accounts payable, receivable, cash, bank, and maintaining general ledger.
Ability to maintain a high level of accuracy in preparing financial and accounting information.
Ability to maintain confidentiality concerning financial and employees/vendors files.
Excellent interpersonal skills, bookkeeping skills, attention to details.
Skills in running any accounting software and the general computer literacy
Ability to manage time and observing deadlines
Honest and trustworthy, respectful and depict sound work ethics.
COMMUNITY SERVICES FIELD OFFICER (1 position -Kagera)

Duties and responsibilities
Undertaking all activities aimed at enhancing the achievement of set goals for community health services by implementing agreed set of activities
Mobilizing and sensitizing communities on key community health strategies including nutrition, maternal health, patient retention, economic development and demand for health services and ensure community ownership of the services
Capacity building of community health care workers within Kagera region
Closely working together with District Home based Care Services Coordinator in conducting regular comprehensive Home Based Care mentorship sessions to Community health care workers
Conducting quarterly supportive supervision which will enhance the quality of community health given at community level and at facility level in collaboration with Regional Health Management Team (RHMT) and CHMTs
Ensuring field level documentation of implemented community health services activities
Fully participating and lead HBC data collection, cleaning and data entry at district level. Compile project HBC reports highlighting impact against indicators.
Providing technical assistance to district teams in management of the Home Based Care data base and ensuring timely generation of reports and their submission and being able to conduct analysis using available data
Fully participating in selected MDH Kagera technical meetings
Strengthening available Psycho Social Groups and PLHIV groups and ensuring establishment of more others within Kagera region
Ensuring an effective internal and external referral system is in place which will contribute to patient retention
Ensuring regional targets on community health services are met through creating and implementing effective strategies with Health care workers and community health care workers and creating ownership of the targets
Identifying and promptly resolve all trouble shooting issues and workable challenges as they arise within the supported districts in collaboration with Community Linkage Officer and DHBCco,
Conducting any other programming responsibility as assigned by the immediate supervisor.
Requirements: Education and experience:
Degree in Social Welfare, Community Development or Public Health
At least 2 years of community work services
Experience in providing technical support to community based workers
Strong team building skills and ability to work in the field for most part of work hours/time
Willingness to work in remote areas
Excellent communication as well as computer skills.
