CRS has been helping poor, vulnerable families improve their lives in Tanzania since 1962 through programming in agriculture/rural livelihoods, health (including nutrition, early childhood development, and HIV care and treatment), rural savings groups, microfinance, youth and WASH.
Job Summary
CRS Tanzania seeks qualified candidates to fill the position of Project Manager for its expected nutrition research project funded by Eleanor Crook Foundation (ECF) RISE. The Project targets the most vulnerable and underserved populations in rural Mbeya.
developing and implementing innovative privately-funded nutrition pilot projects, as well as providing overall technical leadership on the implementation of the upcoming ECF RISE project that. CRS, in collaboration with Sokoine University of Agriculture (SUA) and Emory University, intends to implement the ECF RISE nutrition project in Mbeya. This research project seeks to establish feasibility of introducing locally available African indigenous vegetables (AIV) in the complementary diets of children 6-23 months of age CRS is currently implementing a UNICEF-supported Accelerating Stunting Reduction Project (ASRP) in Mbeya region which focus on reduction of stunting among children under two, by addressing social and behavior change among pregnant women and mothers and caregivers of children under two years of age; its envisioned that the ECF RISE research will complement these current efforts under ASRP through developing locally-tailored messages around AIV consumption as a part of optimal Maternal Infant and Young Child and Adolescent Nutrition (MIYCAN) practices.
Successful Implementation of the ECF research is expected to improve the CRS efforts in integrating nutrition programming within its existing nutrition sensitive program within the country

Overall Responsibilities:
The Project Manager will
provide overall technical leadership in developing and implementing the project
work plan and manage the project budget, in collaboration with the country
program office. He/she will be responsible for reporting and liaise with the
CRS Dar office and the ECF periodically to ensure that tools, documents,
technical reports and articles meet international standards for accuracy and
delivery. The Manager will ensure the ECF project and other CRS nutrition pilot
interventions are delivered effectively and efficiently, within budget, and are
well documented with lessons learned.
Specific Responsibilities
Project Coordination:
§
The ECF Project Manager (PM)
will provide technical oversight and leadership in the delivery of effective
nutrition interventions for the ECF project, and support other privately-funded
nutrition pilot and positioning projects
§
Lead coordination and project
integration between project staff, consortium partners and local implementing
partners.
§
Work closely with field staff
to promote key nutrition practices among households and liaise with the donor
and CRS Dar office.
§
Provide leadership for further
development of collaboration among the nutrition stakeholders at district
regional and national levels.
Program Quality:
§
Ensure joint (with relevant
partners) preparation of annual implementation plans and quarterly detailed
plans that incorporate CRS MEAL Policies and Procedures to ensure quality
implementation.
§
Ensure that quality, timely,
and efficient activities, outputs, and outcomes are generated in line with the
project proposal and work plan.
§
Ensure effective integration of
outputs as stipulated in the project proposal; coordinate project activities
across the project’s area of influence.
§
Ensure that quality periodic
progress and donor reports are prepared and delivered on time.
Partnership:
§
Establish strategic
partnerships through donor engagement and working in close collaboration with
the government and other key nutrition stakeholders.
§
Play a key role in identifying
priority nutrition technical areas and prepositioning CRS for key funding
opportunities.
§
At district level, work in
collaboration with district multi-sectoral nutrition committees (DMNCs) to
ensure their understanding and commitment for innovative approaches aimed at
enhancing optimal nutrition among rural communities.
§
Represent CRS in nutrition
forums at national and subnational levels, and actively participate in, and
contribute to, relevant nutrition forums, networks, and technical working
groups.
Finance and Budgeting
§
As budget manager for the
project, oversee the preparation of the budget(s) for the project(s); monitor
budget and plans throughout the year.
§
In collaboration with project
accountants, monitor programmatic performance and financial expenditures and
partner liquidations on a regular basis using existing monitoring tools and
develop additional tools as appropriate.
§
In coordination with the
project accountants, ensure that partners comply with all relevant financial
management systems and processes including the CRS sub-recipient assessment
policy.
Confidentiality:
§
Keep all documents and
information related to CRS program activities, staff and development plans,
partners and vendors confidential.
§
Report to management potential
irregularities or any fraudulent behaviors such as influence-peddling, bribery,
blackmail, or other forms of inappropriate behavior.
Supervisory responsibilities:
§
Manage the technical program
staff working for the project(s) and relevant partner staff.
Desirable skills& qualifications:
§
Master's degree in human
Nutrition, Home Economics or related field, with at least five years'
experience working in nutrition and/or health programs in Tanzania
§
Experience in managing
nutrition projects, excellent inter-personal skills with sensitivity to
cultural diversity, communications and ability to work under minimal
supervision.
§
Technical competency in
nutrition-specific and nutrition-sensitive programming.
§
Up to date knowledge of current
Nutrition Sector priorities and trends and GoT strategies on nutrition.
§
Fluency in English and
Kiswahili, both written and spoken, is required.
§
Sound Experience in Planning
and budget management
