Sustainable Agriculture Kigoma Regional Project (SARKiP)

BTC is the Belgian development cooperation agency of the Belgian government. BTC supports developing countries in their fight against poverty. BTC is managing more than 200 programs in 30 countries in Africa, Asia and Latin America. With a turnover of
200 million euro, BTC is employing 350 staff worldwide. The Sustainable Agricultural Project supports the agricultural development in Kigoma region through a pro-poor value chain approach. In direct collaboration with the Regional Secretariat, the project will facilitate the value chain development of cassava & beans. Producer groups are strengthened through value addition, processing, market linkages, value chain financing, improved value chain service provision, market intelligence and multi stakeholder processes.

Advisor for Monitoring and Evaluation (M&E-NTA)

Duration: 24 months with option for extension till 2021

Duty Station: Kigoma. '

Main Duties and Responsibilities:
• Setting up a new evidence based monitoring and evaluation system -
• Identify data needs and credibility risks during the baseline survey.
• Assess requirements and identify the parts of the M&E system need to be outsourced
• In collaboration with the PIU and the consultancy firm elaborate the M&E matrix and indicators.
• Ensure the process of an effective and participatory M&E system based on the developed monitoring matrix during the start of the project (Baseline);
• Integrate the M&E and Capitalization system with the GIS.
• Assist in the implementation of the M&E evidence based learning system.
• Support with planning, budgeting, reporting, monitoring and accounting of the project activities based on M&E system.
• Guide the regular sharing of the outputs of M&E findings with the relevant stakeholders
• Liaise with other programmes and institutions for sharing of planning and monitoring instruments;
• Capacity building regarding M&E of project staff and assist to improve the relevance and quality of progress and annual reports

Profile:

• Tanzanian national.
• A degree in one of the following disciplines: Business Administration, Economics, Agricultural Economics, Social Sciences, Statistics, International development or a related discipline.
• A minimum of 5 years professional experience in planning, monitoring & evaluation linked to large development projects focusing on rural development, agriculture or value chains.
Technical skills and experience required:
• Designing result based monitoring and evaluation strategies and systems in donor funded (agricultural) projects,
• Processing and analysis of quantitative and qualitative data sets,
• Proven ability to develop well written cohesive analyses and reports
• Hands on, flexible, proactive attitude and able to work with minimum supervision
• Knowledge of, agriculture, gender concepts and strategic planning is an asset.
• Excellent communication/interactive skills
• Excellent oral and written communication skills in English and Kiswahili.
• Computer literate. Knowledge of statistical packages and spatial information systems is an added advantage.
• Willing to be based in Kigoma region and travel regularly to the districts.
