Purpose and Objectives

Under the overall guidance and direction of the Chief, Education Section, the consultant will be responsible to provide technical guidance/operational support throughout all stages of programming on pre-primary education to facilitate the management and delivery of results on strengthening national education systems and to promote universal access to and equitable and inclusive pre-primary education, especially for children who are marginalized, disadvantaged and excluded in society.

The consultant contributes to achievement of concrete and sustainable programs/projects/results according to pre-primary education plans, allocation, results-based management approaches and methodology (RBM) and UNICEF's strategic plans, standards of performance and accountability framework.

The consultant will be guided by the 2016/2017 workplan, revising and responding as needed to emerging opportunities, but focused on the following relevant Strategic Interventions and related objectives:

SI: TA/FA to develop, test and scale up new innovative and cost-effective models of quality early learning programmes


Satellite pre-primary model tested, costed and assessed through learning pilot
Madrasa ECD community-based approaches implemented and tested as means to strengthen quality of pre-primary in Zanzibar
MWAKEM+ quality programme component for pre-primary finalized
Oversee adaptation of parenting materials on parent engagement and support to early learning and education, and development of content for delivery via diverse modalities

SI: TA/FA Scale up 3Rs INSET program package and strengthen life skills based school health, nutrition and HIV/AIDS education in primary schools

MWAKEM+ quality programme component for pre-primary rolled out, in coordination with roll-out of national pre-primary curriculum and as an integral part of MWAKEM+ quality programme for pre-primary through standard ii

SI: TA/FA to strengthen capacity of MDAs to develop and implement the Education Sector Development Plan (including subsector strategies on TDMS, Parenting, ECE, inclusive education, out-of-school, gender in education, DRR/EPR)

Pre-primary and parenting sub-sector plans developed in line with ETP, ESDP and NCCGDP

SI: TA/FA Develop and implement systems for monitoring learning achievement and equity in basic education and use the data to improve learning, especially among disadvantaged children

Data on pre-primary learning and quality captured and disseminated for policy advocacy, and methodologies for pre-primary assessment defined as part of a broader initiative to strengthen systems for monitoring learning achievement.

Overall:

Pre-primary activities and all related requirements are effectively managed throughout 2016/2017
Education components of the TCO ECD strategy and partnership for parenting are clearly defined and synergies with other programmes are maximized.

Key Tasks

The relevant tasks under each objective are as follows:

Pre-primary sub-sector plan developed in line with Education and Training Policy and the new Education Sector Strategic Plan, and the National Child Care Growth and Development Policy

Provide TA to MOEST on the development of a costed pre-primary plan for Mainland and Zanzibar.
Continue the internal cross-sectoral collaboration with other programmes within the ECD framework.
