Program Overview.

In Western Tanzania’s Greater Mahale Ecosystem (GME), more than 50,000 women, men and children live on the remote, eastern shore of Lake Tanganyika, and a total of 590,000 live in the districts encompassing the whole of the lakeside and inland GME.   The GME is a 4.8 million –acre for forested landscape harboring incredibly high biodiversity species of fauna and flora including 93% of Tanzania’s endangered chimpanzees. Despite of enormous socio-economic and ecological benefits of the GME, its existence is threatened by increasing environmental degradation caused mainly by human induced activities and exacerbated by climate change.
To address challenges in the Greater Mahale Ecosystem, The Nature Conservancy and Pathfinder international in collaboration with communities are implementing The Tuungane project which employs an integrated community development approach to support communities to address their immediate and future needs.
The project is Integrating voluntary family planning (FP) and reproductive health (RH) with broader development and environmental and climate change interventions builds self-reliance in the community and enables a more resilient environment and population, particularly where population growth has led to the unsustainable use of natural resources and food insecurity.
The project aims to achieve three main outcomes of healthier families, healthier fisheries and healthier forests by using an integrated PHE approach.

Position Purpose

The M&E Officer in collaboration with other M & E program officers/Manager will be responsible for project indicator monitoring, ensuring monitoring tools are revised and project staff and implementing partners are properly trained to use them. He/She will continuously advise the project Manager on project status towards achieving set targets.  M & E Program officer is also responsible for production of all project status reports including quarterly and annual reports, research, technical reports, presentations, etc.

Key Responsibilities
  • Ensure that all donor and Pathfinder requirements related to project M&E are fulfilled in a timely manner
  • Participate in the production of all reports including quarterly and annual reports, research, technical reports, presentations, etc.
  • Provide implementation support to relevant partners,  monitoring and give feedback
  • Developing and adapting project indicators, tools for data collection, and reports
  • Work closely with the respective program officers and line manager to ensure that the performance monitoring plans and strategic implementation frameworks are complementary and consistent.
  • Participate in the planning and selection of qualified consultants and critically assess consultant reports and other deliverable
·         Design or adapt project/country performance monitoring database to report national and global indicator and performance indicator data quarterly to project field operations officers and Deputy Country Representative
  • Institute regular use of performance monitoring data among project functional managers, Country Office, and other relevant Pathfinder staff 
  • Develop M&E plans for proposals for future projects and/or review project proposals from the programmatic M&E perspective
  • Developing and adapting project indicators, tools for data collection, and reports
  • Design methods and scopes of work for and take an active role in project and program reviews
  • Be responsible and oversee the preparation of program reviews, reports and other M&E-related documents for review and approval by line manager and Deputy or Country Representative before their submissions to NACP, MOHSW Vodafone Foundation.
·         Disseminate Pathfinder International monitoring and evaluation policy and standard procedures, as appropriate, and collaborate with M&E Unit staff at headquarters in development of organization-wide monitoring and evaluation guidelines
  • Disseminate information on Pathfinder project and program evaluations through written reports, conference presentations and publications and assist project staff to do so
  • Be part of the Knowledge Management team that will vigorously work to share project learning and other resources from within and without for enhanced organizational effectiveness
  • Develop GIS MAPS for  Pathfinder projects
  • Support entering of data in ODS and national databases including Trainsmart and Trantracker
  • Represent PI in partners M&E forums


Basic Requirements (Candidates must meet basic requirements to be considered for this job.)

·         Have a master’s degree in Public Health, Epidemiology, Demographics or a related field
·         Have a minimum of three years of experience in monitoring, designing, and implementing programs in health, HIV/AIDS, or human resource management
·         Experience in monitoring and evaluation including the ability to develop and monitor database systems for data management and routine reporting
·         Possess demonstrated skills in quantitative data analysis and data management as well as demonstrated analytical skills and experience in identifying and evaluating best practices approaches to be utilized by the project

Preferred Qualifications.

  • Experience in using data/evidence for decision-making
  • Experience in working with district leaders/officials (i.e.  HBCCO, CHMTS) in a decentralized setting
·         Proficiency in statistical databases (e.g. SPSS, EPI-Info) as well as strong skills in Excel, Word, Access and Power Point
  • Excellent written and oral communication skills in English and Swahili with proven ability to document and articulate results
·         Ability to communicate and coordinate effectively with donors, MOH,  project partners and to provide technical M&E leadership and represent pathfinder
