Monitoring and Evaluation Manager - IntraHealth International

OVERAL PURPOSE

In support of IntraHealth International’s efforts to put evidence based implementation at the heart of its program; the Monitoring and Evaluation (M&E) manager will ensure the continuous monitoring of program progress in close collaboration with the GoTZ, CDC, and other implementers. He/She will develop the capacity of various stakeholders in data collection,,reporting and evaluation analysis and utilization,. He/She will help identify and evaluate best practices and state-of-the-art approaches for the programs and with support from the Director of Monitoring, Evaluation and Research .and program team disseminate overall results to project stakeholders. This position reports to the Director of Monitoring and Evaluation and Research.

Essential Functions

Monitoring
Participate in the development of project monitoring plan (PMP) in consultation with the director of M&E&R, project team and other partners
Implementing monitoring systems and designing monitoring tools
Monitoring and reporting project outputs and progress towards targets
Working with data platforms, databases and select technologies to capture and organize data
Conducting and providing support for data quality assessments to ensure accuracy and reliability of data collected by program team and project sub- partners
Work alongside the quality assurance team on conducting internal and external QA/QI and SIMS to ensure provision of optimum quality of services
Provide routine feedback to project teams and sub-partners on project’s performance
Train program staff and sub-partners on M&E and providing ongoing coaching on monitoring and evaluation processes and reporting

Evaluation
Assist program teams in designing, coordinating and conducting project progress evaluations
Assist program teams in conducting program data reviews, designing and conducting further data analysis
Support partners in designing and disseminating research studies by providing relevant inputs

Reporting and Documentation
Determining data analysis procedures and use of quantitative or qualitative analysis tools
Cleaning, sorting, categorizing and organizing data
Analyzing quantitative and/or qualitative data and providing summary of key findings
Assist Director of M&E&R to organize and coordinate the dissemination of project results to donors and other stakeholders
Assist program team in developing quarterly, semi-annual and annual reports
Uploading key data and narrative reports on project indicators to the relevant databases and/data repository on monthly, quarterly, semi-annual and/annual and PROMIS as required
Work with Regional Technical Advisors and DHIMS focal person to ensure program data is entered timely in the DHIS-2 database at the district level


Essential Qualifications, Knowledge, Skills And Ability
Master’s degree or an equivalent combination of education and experience. Master’s degree in Epidemiology or statistics will be an added advantage.
Good understanding of HIV/AIDS care and prevention strategies and in particular Voluntary Medical Male Circumcision (VMMC) and HIV testing and counseling (HTC) programs.
Knowledgeable about basic statistics (descriptive statistics, ANOVA, multiple regression)
Demonstrated skills in both qualitative and quantitative data management, data analysis, evaluation results for planning and report writing.
Oral and written proficiency in English and Kiswahili required; with proven ability to document and articulate results
Able to develop appropriate PMPs, results frameworks, M&E plans, program reports and other required documents
Be prepared to travel, up to 30% of work time, in support of project activities within the country and periodically internationally

Preferable Experience
Experience and knowledge of monitoring and evaluation techniques, procedures, and protocols in a USG-funded project. Specific experience with USG/CDC reporting regulations and experience with PEPFAR reporting requirements a plus.
At least 2-3 years of proven Monitoring and Evaluation experience preferably in the field of Health and/or HIV/AIDS.
Intimate knowledge, understanding and experience of the Ministry of Health Structures and reporting systems in Tanzania.

Ability to work effectively under pressure and meet deadlines
Office environment requiring sitting at a desk most of the day, using hands to operate a computer and other office equipment
Requires lifting of 0-10 lbs occasionally or as needed
Ability to work an irregular schedule on occasion with the ability to travel frequently and on short notice
