Senior M&E officer [1 position based in Dar es Salaam]
Roles and Responsibilities:
• Provide technical support to specific program for M&E, including development of workplans, logic models conceptual frameworks, indicator frameworks, support for data management and reporting, support for data collection, research and evaluations as arise
• Meet reporting deadlines, and create technical reports in a timely way; review and oversee quality of product
• Adhere to time lines, Jhpiego-wide and unit policies, norms and procedures
• Provide technical assistance to the MOH in data use, visualization and quality, jointly with the Jhpiego Informatics sub-unit
• Support the implementation of program strategies, adapting M&E approaches to support capturing results of implementation
• Conduct data analysis of program indicators and disseminate them for internal program discussion monthly, quarterly and on an ad hoc basis as needed
• Take responsibility for meeting crucial deadlines such as PEPFAR reports, timely reporting into TMEMS/IPRS, quarterly and ad hoc data requests
• Adherence to Jhpiego MER norms and standards (PTRI MER standards, JADE reporting, work planning coordination, budget review, regular check-ins on performance and problem-solving, observe communication requirements, leave planning, participate in MER quarterly meetings, adhere to abstract and presentation guidelines, product deliverable review and approval process)
• Timely submission for review and approval by MER Director of:
• High-quality M&E plan with appropriate indicators, targets, methods
• M&E activities in overall program work plan (technical assistance)
• Budget and HR plan to support the implementation of the M&E plan and M&E TA commitments in the work plan
• Quarterly presentation of achievements, successes, challenges and solutions
• Standard Operating Procedures for data management, analysis, reporting, use M&E tools
• Training materials
• Data quality assurance package (tools, process, plan)
• Databases adapted to program needs and operating
• Monthly results bulletin
• Plans, methods and results of special studies, evaluations, assessments
• Reports of key M&E activities and results
• On a rotating basis with other Senior M&E Officers, convene monthly or bi-monthly M&E Unit meetings
• Take minutes or have administrative support to produce minutes
As applicable by program staffing structure:
Conduct 90 day performance reviews for new hires (as applicable)
Conduct annual performance reviews for supervisees and biannual performance review check in
Respect confidentiality of supervisees, support professional development and professional success of supervisees, and be familiar with all relevant HR policies
Required Skills and Qualifications:
University degree in public health, sociology, demography, statistics, or other social science area; Master's Degree preferred
7+ years' work experience supporting M&E, technical or programmatic activities in maternal-child health or other health areas (experience with health facility setting a plus);
Experience in training and technical assistance to MOHSW
At least 5 years' experience in data collection, processing, and analysis, database experience a pius.
Excellent time management skills
Experience implementing qualitative and quantitative research
Knowledge of different analysis software
Supervision experience a plus
Report writing and publication skills
Excellent written, oral and presentation skills in English and Kiswahili
Excellent people and partnership skills
Availability and willingness to travel up to 30% time
