Monitoring & Evaluation Officer - The Norwegian Refugee Council (NRC)

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

In mid-April 2016, NRC conducted a pre-assessment mission in the refugee camps in north western Tanzania and the assessment revealed that the humanitarian situation for the refugees requires urgent intervention and NRC therefore decided to establish an operational office in Kibondo town, to respond in Mtendeli and/or Nduta refugee camps. The initial interventions will focus in three sectors; shelter, WASH and education (initially construction of permanent classrooms). NRC is therefore seeking a M&E Officer for the NRC Office in Kibondo, Tanzania. The M&E Officer reports to the Area Manager.

Job description

Ensure adherence with NRC policies, tools, handbooks and guidelines
Establish standardize M&E systems at program level, and support and contribute to the development of a data management system through documentation, implementation and reporting
Support in data management and development of clear information flow between program and M&E staff
Ensure that monitoring data are reported on a timely manner to relevant program and management
Contribute to concept note development and participate in log frame design during project proposal and planning process
Conduct qualitative and quantitative field monitoring and verification of project implementation
Capacity building and training of program staff on M&E technical and conceptual areas
Implement delegated support function portfolio according to plan of action
Prepare and develop status reports to AM and PMs, as required by management and ensure proper filing of documents
Promote and share ideas for improvement of the support function

Qualifications

Minimum 2 years’ experience from working with M&E in a humanitarian/recovery context
Relevant university degree, preferably in social science, economics, rural development, or other relevant educational background combined with professional experience,
Experience with principles and current approaches to monitoring and evaluation in relief and/or development programs, using both quantitative and qualitative methods
Knowledge about own leadership skills/profile
High-level competency in computer skills (Microsoft Office applications)
Fluency in English, both written and verbal
Fluency in one or more of the national/regional languages
Education field
Social sciense
Education level
College / University, Bachelor's degree

Personal qualities
Ability to work under pressure, independently and with limited supervision
Ability to meet deadlines in multi-tasking environments
Ability to engage and motivate staff
Good coordination skills
