Title: Distribution Field Monitor
Location: Kasulu
Reporting To: Emergency Field Manager
Contract Duration: 2 Months
Purpose of the position:
To mobilize Refugees for distribution of NFI, set up distribution according to Save the children and donor standard distribution procedures and support in end user monitoring and accurate documentation of all commodity distributions.
Community mobilization and registration
· Community mobilization and coordination of NFIs distribution activities at the distribution points.
· Mobilize community members in target areas for sensitization on project goal and selection criteria.
· Work closely with local leaders to conduct beneficiary identification using approved selection criteria.
· Conduct registration and verification of identified beneficiaries.
· Distribute identification cards to all registered beneficiaries.
Commodity management
- Conduct distribution in compliance with Save the children, Donorand UNHCR guidelines and standards.
- Prepare food request based on the approved food distribution plan.
- Notify beneficiaries about impending NFI distribution well in advance to ensure timely and full participation.
- Liaise with Logistics and programstaff on distribution planning and commodities dispatching from stores to distribution centers.
- Ensure that all commodities arriving at the Distribution are properly accounted for.
- Scrutinize all waybillsfor commodities arriving at the distribution centers.
- Ensure that the commodities are of correct quantities and quality as manifested on the waybill.
- Immediately record all quantities delivered short (missing), quantities lost in transit and quantities damaged if any, and record all observations immediately. Commodities and NFIs must carefully be counted during off-loading.
- At the distribution center, commodities must be stacked in an organized manner, by commodity type to facilitate easy distribution. Stack commodities to the dot.
- Return all excess commodities received at distribution to the warehouse using Return to Store waybill.
- Ensure that there is proper community complaint and feedback mechanism and ensure all the beneficiaries are sensitized on how to raise complaints and provide feedback.
- In liaison with the MEAL team, support in conducting Post distribution monitoring after the distribution of NFIs.
· Supervise food and NFI distribution in a manner that will ensure all targeted beneficiaries receive all the planned commodities and in their rightful rations.
· Conduct caucus meetings with refugee local leaders to agree on roles and responsibilities during distribution.
· Conduct pre-distribution meeting to sensitize and inform beneficiaries about commodities in the and any other issues to be communicated to them. Give beneficiaries an opportunity to ask question for clarification.
· Ensure that appropriate crowd control measure is in place at the distribution point at all times.
· Ensure there is orderly lining, receiving NFIs.
Commodity Accounting.
- Provide proper accountability of commodities distributed at the distribution point.
- Prepare all necessary forms related to NFI distribution.
- Print out the distribution list for the distribution. Ensure that distribution list tally with manual reports.
- Ensure all forms and reports are completely filled and reviewed and approved by relevant staff.
- Ensure commodity forms and reports are filed according to agreed filing format.
Supervision of NFI Management and Complaints Help Desk.
- Mobilize and supervise beneficiaries to elect a distribution committee and each distribution point.
- Organize and conduct training of community leaders on their roles and responsibilities.
- Provide adequate resources which can help them perform their function well.
Qualifications: Education/Knowledge/Technical Skills and Experience
- Diploma in social works or related field.
- Experience in community work. Knowledge in monitoring.
- Ability to work in a team to achieve excellence in execution, committed, accountable and passionate about the work we do.
- Experience in the usage of computers and office software packages (MS Word, Excel and Access).
- Experience of working in a refugee emergency context is an added advantage
