Description

 

The Police Training Assistance Project (PTAP) is a three year project in Ukraine that commenced in October 2016 with funding from Global Affairs Canada (GAC) through its Peace and Stabilization Operations Program (PSOP). The project aims to provide advisory services and training to help strengthen the new National Police of Ukraine (NPU) and support a national police academy system that will enable the merit-based professional development of a national police service that is gender-sensitive, community-oriented, draws on committed resources of the Government of Ukraine (GOU) and integrates international standards and best practices.
A Community Partnership Advisor will be hired in early January 2017 to serve as a senior member of the project team based in Kyiv, Ukraine.  This individual will have the administrative and technical support of the PTAP project team and will work with a number of Canadian short-term technical advisors and trainers to ensure effective implementation of community policing efforts, public engagement activities, public perception surveys, evidence-based research related to public safety and ongoing networking and knowledge sharing activities.
Indicative Duties and Responsibilities

As part of this assignment, the Community Partnership Advisor will be responsible for:
1. providing oversight for community policing efforts within the project, including: 
§ working with local stakeholders and donor partners to establish and oversee a community policing innovation fund to support community driven initiatives 
§ developing knowledge products on community policing in cooperation with the NPU and local partners
§ organizing knowledge sharing events associated on community policing
2. providing oversight on public engagement activities within the project , including:
§ coordinating PTAP activities related to capacity building for media relations officers of the Patrol Police 
§ advising on the design of public engagement efforts for the NPU (specifically for the Patrol Police)
3. providing oversight and planning related to public perception surveys, including:
§ assessing results of previous public perception surveys and the degree to which this information has been used by the NPU
§ identifying public perception data needs of the NPU and Patrol Police that should be addressed through in surveys
§ contributing to the design and technical support for survey development and facilitation 
§ conducting follow-up analysis and provision of recommendations for integrating citizen feedback into training design and decision-making processes
4. providing oversight of networking efforts and knowledge product development, including:
§ organizing networking/knowledge sharing events, including regional workshops, national conferences, etc.
§ overseeing the development of project related learning products in cooperation with the project team members and international advisors/trainers
§ participating in the knowledge sharing events of other projects
Required Qualifications
In order to be considered for this position of the Community Partnership Advisor, potential applicants should have a combination of the following skills and experience:
§ a university degree in communications, community development, education or a related field
§ a minimum of five (5) years experience in communications or public engagement efforts, preferably as part of an international development context
§ experience in survey design and analysis
§ ability to work with international partners and officials
§ experience in integrating gender equality considerations in public engagement and communications
§ experience working with Ukrainian government officials and partners in organizing learning events, workshops, etc.
§ ability to work both independently and within a team environment
§ fluency in English and Ukrainian
§ previous experience in law enforcement and public safety reform an advantage
The Community Partnership Advisor for PTAP will work closely with Canadian trainers and advisors, in addition to the Canadian Policing Arrangement (CPA) representatives and report to the Canadian Field Director based in Kyiv.
