Vacancy: Community-Based Integrated Service Delivery Advisor (CBDA)

Management and Development for Health (MDH) is a non for profit organization in Tanzania contributing to address public health priorities.


MDH works with the Ministry of Health, Community Development, Gender, Elderly and Children; as well as academic and non-academic institutions to address the problems of tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people. MDH (Sub recipient) in collaboration with Deloitte Consulting Limited(Prime) through USAID BORESHA AFYA PROGRAMseeks to recruit a qualified individual to fill the position of Community-based integrated Service Delivery Advisor (CBDA) (1) based in Kilombero district.

Description of the project: USAID BORESHA AFYA PROGRAM is a five years project (October 1, 2016 to September 30, 2021) funded by the American People through USAID aiming to support the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. USAID BORESHA AFYA PROGRAMaward 3 is implemented in Southern regions of Tanzania focusing on comprehensive health service delivery for preventative and curative services with regard to FP, HIV/AIDS, TB, Malaria, and MCH. The geographic areas are the regions with the highest disease burden namely Iringa, Njombe, Morogoro, Lindi, Mtwara and Ruvuma. USAID BORESHA AFYA PROGRAM-Sothern zone is managed by Deloitte Consulting Ltd in partnership with Management and Development for Health (MDH), FHI360 and EngenderHealth.

Community-based integrated Service Delivery Advisor (CBDA) - 1 posts

Location: Kilombero district.

Reports to:Regional Technical Manager.
The Community-based integrated Service Delivery Advisor is a self-motivated individual who will be responsible for providing oversight to Community based HIV care and support services activities with the different partners including the project sites. The CBDA main objective is to guarantee the technical performance of the USAID BORESHA AFYA PROGRAM supported Community based HIV care and support services in the respective region. She/he will responsible to the Regional technical Manager and will work in close collaboration with the relevant regional and district level health management teams and the USAID BORESHA AFYA PROGRAM supported facilities Duties:
 Lead the implementation of the Community based HIV care and support services within the district/ wards as per USAID BORESHA AFYA PROGRAMworkplan.
 Work closely with the R/CHMT in organizing sensitization meetings at the district and facility level on BCC to address risk reduction behaviors
 Work closely with R/CHMTs in the scale up of Home based HIV testing (HBTC) services to community, index partners& sibling of HIV infected persons and children through sensitization and training of HCWs.
 Ensures that USAID BORESHA AFYA PROGRAM supported sites implement integrated referral and tracking systems to minimize the loss to follow up of ART clients through improving evidence linkages between health facilities and community.
 Collaborate with R/CHMTs to identify training needs for community based personnel and organize using currently recommended national curriculums
 Undertaking all activities aimed at enhancing the achievement of set goals for community health services by implementing agreed set of activities
 Mobilizing and sensitizing communities on key community health strategies including HIV care, Community HIV testing, maternal health, patient retention, economic development and demand for health services and ensure community ownership of the services
 Closely working together with District Home based Care Services Coordinator in conducting regular comprehensive HBC mentorship sessions to Community health care workers
 Conducting quarterly supportive supervision which will enhance the quality of community health given at community level and at facility level in collaboration with RHMT and CHMTs,
 Ensuring field level documentation of implemented community health services activities
 Fully participating and lead HBC data collection, cleaning and data entry at district level. Compile project HBC reports highlighting impact against indicators.
 Providing technical assistance to district teams in the management of the HBC data base and ensuring timely generation of reports and their submission and being able to conduct analysis using available data
 Strengthening available PLHIV groups and ensuring establishment of more others within the respective region
 Ensuring an effective internal and external referral system is in place which will contribute to patient retention
 Ensuring regional targets on community health services are met through creating and implementing effective strategies with Health care workers and community health care workers and creating ownership of the targets
 Identifying and promptly resolve all trouble shooting issues and workable challenges as they arise within the supported districts in collaboration with Regional/district teams,
 Participate in preparing quarterly, semiannually and annually narrative reports to be submitted to key stakeholders.

 Carry out any other work related responsibilities as assigned by the line manager.

Requirements: Experience, educational and professional qualifications

a) Doctor of Medicine degree/ Degree in Nursing or Social sciences OR
b) Diploma or Advance diploma in Medicine/Social sciences with Postgraduate training in Home based HIV care program
c) At least 3 year work experience in the relevant field
d) Ability to identify and work with other partners and collaborators in the relevant field.
