Description

The Police Training Assistance Project (PTAP) is a three year project in Ukraine that commenced in October 2016 with funding from Global Affairs Canada (GAC) through its Peace and Stabilization Operations Program (PSOP). The project aims to provide advisory services and training to help strengthen the new National Police of Ukraine (NPU) and support a national police academy system that will enable the merit-based professional development of a national police service that is gender-sensitive, community-oriented, draws on committed resources of the Government of Ukraine (GOU) and integrates international standards and best practices.
A Training Design/Capacity Building Advisor will be hired in early January 2017 and will serve as a senior member of the project team based in Kyiv, Ukraine.  This individual will have the administrative and technical support of the PTAP project team and will work with a number of Canadian short-term technical advisors and trainers to ensure that training and capacity building measures are property designed and sustained within a national police academy system.

Indicative Duties and Responsibilities

As part of this assignment, the Training Design/Capacity Building Manager, will be responsible for:
1. providing quality oversight on all project training efforts, including: 
§ reviewing all training programs for adherence to curriculum design standards
§ conducting follow-up evaluations on course effectiveness
2. contributing to effective professional development policy development, including:
§ reviewing existing HR practices associated with professional development in the policing sector
§ providing advice and guidance associated with adapting new standards for police training
§ contributing to the design and monitoring the functions of the strategic policy unit (SPU) at NPU
3. providing advice and support related to mentoring (post training), including:
§ designing knowledge products and guidance materials for mentors (international and domestic)
§ assisting the NPU and Patrol Police to design and monitor mentoring support mechanisms
4. contributing to the ongoing training and professional development strategies and infrastructure support, including:
§ assessing existing capacity of potential regional training centres and designing PTAP capacity development interventions
§ monitoring the implementation of PTAP capacity development activities

Required Qualifications
In order to be considered for this position of the Training Design/Capacity Building Manager, potential applicants should have a combination of the following skills and experience:
§ a university degree in education, public administration, organizational development or related field;
§ a minimum of five (5) years of experience in a capacity development or training/education project, preferably as part of an international development context
§ experience in facilitating needs assessments, designing training programs,  developing terms of reference for trainers and evaluating training programs
§ ability to work with international partners and officials
§ experience in integrating gender equality considerations in training and capacity building efforts
§ ability to work both independently and within a team environment
§ fluency in English and Ukrainian
§ previous experience in law enforcement and public safety reform an advantage
The Training Design/Capacity Development Advisor for PTAP will work closely with Canadian trainers and advisors, in addition to the Canadian Policing Arrangement (CPA) representatives and report to the Canadian Field Director based in Kyiv.
