International Organizational Development and Learning Advisor

Context 
Agriteam Canada, a Canadian-based international development consulting firm, is recruiting an organizational development and learning advisor to work on a development project with the Ministry of Agriculture in Ethiopia.  The project is designed to support Government of Ethiopia institutions to implement large, multi-donor funded agriculture programs.  The project is considered “support project” as personnel do not do the work of the program, but support Government staff to do the work.

Responsibilities
The international organizational development and learning advisor will work closely with Ethiopian capacity development specialists and regional capacity development officers to carry out the following responsibilities:
• Train and support project staff to design and develop experiential-based training and learning programs to support organizational change
• Support project staff and project partners on how to effectively use a variety of job-embedded support strategies including coaching and mentoring 
• Develop the capacity of Government of Ethiopia agriculture experts to become competent facilitators and trainers, based on international competency standards 
• Lead the design and development of an organizational capacity assessment of GoE institutions at the federal, regional and district levels 
• Lead the development of annual learning plans with federal and regional public sector institutions
• Develop teaching and learning materials (participant reference books, facilitator guides, guidance notes, training manuals, visual aids, etc.) 
• Identify and manage international and national consultants who will be responsible for some training and capacity development interventions 
• Monitor and evaluate learning interventions
• Activity and report writing

Required Qualifications – Knowledge, Skills and Abilities 
The ideal candidate will have a Master’s degree in international education, adult education, organizational development, or in a related field plus qualifications and/or experience working in the public sector supporting agricultural reform in low income countries, preferably in Africa. S/he will have at least 8 years’ demonstrated competence in:
• Designing, developing and facilitating learning programs that promote organizational change
• Using a wide variety of job-embedded support strategies including coaching and mentoring
• Strengthening systems and processes needed to improve the performance of public sector institutions 
• Strengthening approaches to learning and change in the agricultural sector, including agriculture extension
• Living and working in low-income countries. Experience living and working in Ethiopia, or the region preferred 
• Demonstrated ability to improvise and adapt processes and methodologies to capitalize on existing good practices.
