Background:

IRC has started implementing health programming related to primary health care, reproductive health, and cholera case management aimed at supporting the MoH and improving access to health care for Burundian Refugees crossing the border into Tanzania. Activities are currently on health facilities (Health Centers, Health Posts, and Health Screening Sites) and support to government facilities, but we hope to expand to cover some community health aspects as well.

The International Rescue Committee (IRC) now seeks an experienced Clinical officerto support the implementation of health programming in Nyarugusu/Mtendeli refugee camps in Kasulu and Kibondo districts.

IRC seeks to recruit qualified Tanzanian, energetic and committed candidates to fill the following position:

Position: Clinical officer

Location: Boarder Point, Kigoma

Reporting to: Health Manager


Specific Responsibilities

  1. Plans, directs and controls all medical services dealing with curative and preventive services at IRC run health posts in entry sites.
  2. Do robust monitoring/ surveillance  of all disease of outbreak potential at all border entry point
  3. Ensures that all new arrivals are screened and treated appropriately and in accordance to treatment regimen (Protocol). Consults the Clinical Manager in the evaluation and management of complicated cases.
  4. In carrying out screening and treatments ensure you adequately educates and counsels patients and or relatives in a confidential environment.
  5. Manage Drugs and other medical supplies on the site to ensure replenishment is requested and done timely to minimize stock out.
  6. Ensure medical and nutrition screening of refugees at health posts at entry points
  7. Evaluates refugees’ fitness to travel on referral/resettlement/repatriation and sometimes appoint a competent staff as the escort when necessary and in collaboration with IOM and other partners
  8. Collects, compiles statistics and Health information for initial analysis and onwards to supervisors /M&E officer and points out any plays leading role community diagnosis investigation of outbreaks; epidemic control, planning and implementation.
  9. Ensure  reports are compiled and submitted timely to the supervisor/ M&E Officer
  10. Conducts on job training for community health workers who are supporting you on daily basis activities at the entry points/ border points.
  11. Conducts Health Education when possible to all refugee community at the border entry point.
  12.  To respond to any emergency cases within 24/48 hours upon  Asylum seeker’s arrival
  13. To be ready to respond to any emergency at any border entry/ camps whenever required
  14. Report immediately for any suspected case potential outbreak.



Qualifications
·         Form IV with Diploma in Clinical Medicine with experience in managing health center/Dispensary. A working experience in a refugee setting will be an added
·         Demonstrated experience in responding (i.e., case management, case identification and contact tracing, surveillance, social mobilization and/or logistics) to diseases of epidemic potential in developing countries is preferred (i.e. outbreaks of meningitis, measles, cholera etc.).
·         Willingness to  live in hard/harsh environment
·         Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, be flexible , and adaptability to transitions
·         Experience from working in multicultural refugee camps and settings is an added advantage
·         Ability to work independently with a high degree of initiative required
·         Swahili and good English written and oral skills required; understanding and conversing well in Kirundi is required as well; French is an added advantage.
·         Must be available and willing to work at irregular hours and on weekends as the situation and schedule may require.
