Description
Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
The UN Women Tanzania Country Programme is part of United Nations Delivering as One and its programmatic activities constitute part of the UN Development Assistance Programme (UNDAP) 20142016.
During the general elections in 2015, UN Women led the Women’s Leadership and Political Participation Project (WLPP) ‘Wanawake Wanaweza’ that aims at ensuring increased women’s, youth and PWD’s leadership and participation in the political sphere at the national and subnational levels. The project contributes to three outcomes, namely: The Constitution, electoral and political participation laws advance and promote women’s rights and gender equality in political participation; Participation of women, youth and people with disabilities in political party structures and electoral processes enhanced’; and Gender equality and social inclusion advocates effectively influence media, faithbased and community leaders and grassroots organizations and networks to promote gender equality and social inclusion in leadership and participation. The project is implemented by UN Women through strategic partnerships with both government institutions and civil society organizations. The WLPP project complements the UNDP led election cycle support project, the Democratic Empowerment Project (DEP), which is a multidonor supported project led by UNDP, where UN Women and UNESCO are implementing partners with the electoral management bodies (EMBs) and other key stakeholders.
Under the overall guidance and direction of the Election Specialist – Gender and Social Inclusion, the Management Associate works in close collaboration with the remaining members of the Women’s Leadership and Political Participation team, as well as the Operations Team to support the management of the implementation of project activities and partnerships.
Duties and Responsibilities
Summary of Key Functions:
Results Management;
Programme and Project Analysis Design and Management.
Project Management Support:
Create, coordinate and manage a WLPP resource mobilization database for purposes of identifying potential opportunities of resources mobilization opportunities;
Keep track of contracts: Partners Cooperation Agreement (PCA) and Donor reports and advice Project management on upcoming deadlines including the closure of PCAs;
Analyze and monitor the financial status of the WLPP Projects’ financial resources and spending plan to ensure optimum utilization of resources;
Review incoming financial and narrative reports to ensure compliance with programme activities and monitoring framework and follow up on any concerns for timely action and resolution;
Ensure appropriate and systematic filing of Implementing Partners, Donors and project documentation according to CO standards.
In close collaboration with the Finance team, perform the following:
Track delivery of programme and projects focusing on aged advances, and implementation of project monitoring plans;
Monitor outstanding advances between UN Women and implementing partners’ records (FACE);
Support the closing of Partnership Agreements;
Facilitate generation of various reports to support timely decision making and provide advice on overall status of programme and projects to ensure timely follow up.
Key Deliverables:
An up to date database of potential donors;
Timely and accurate fulfillment of contractual partnership obligations;
Systematic, orderly and up to date filing of records;
All advances tracked and a plan for timely liquidations in place;
8 Partnerships closed.

Required Skills and Experience
Education:
University degree in Business Administration and Management, Public Administration, Program Management or relevant field.
Experience:
5 years of progressively responsible experience in projects, administration, project management, financial management and audit management;
Good knowledge of administrative issues pertaining to multi-donors funding and related reporting systems, especially within the context of UN Women.
Language:
Fluency in English and Swahili is required.
