Programme Description - Institutions for Inclusive Development
Through its Institutions for Inclusive Development (I4ID) programme (2016- 2021), the UK is contributing up to 10 million over 5 years to strengthen democratic institutions and governance in Tanzania so that they are more inclusive and accountable, and economic growth provides more benefits for poor people.
The programme has two linked outcomes:
1) Key democratic institutions have more capacity, and are more accountable and inclusive; and 2) Government, civil society and the private sector collectively put into practice institutional arrangements that promote public interests.
Together these contribute to the impact: more accountable and inclusive Tanzanian institutions.
Purpose of Role
The main objective of this Monitoring and Evaluation Officer role will be to support the operationalisation and implementation of the M&E system including development and use of M&E methodologies and tools, data gathering, analysis, reporting and also capacity development of the wider team on M&E data management requirements.
The Monitoring and Evaluation Officer will report to the I4ID Research and Learning Manager.
The position holder will also be required to support the engagement with DFID which will be led by the Team Leader and the Palladium HQ team. The position holder will work closely with the Palladium RME practice.
Responsibilities
Key Responsibilities, Duties and Tasks
Support the development and management of Monitoring and Evaluation and knowledge management systems, and overseeing facilitated learning on all I4ID programme components
Support the training of I4ID staff on M&E, KM and learning components
Support work with research partners, media partners, and others to disseminate and communicate the lessons emerging from the programme
Support the preparation of reports relating to M&E and learning issues
Support the preparation of monitoring data for quarterly, annual and VFM reports
Support the delivery to the Team Leader of means of verification for all milestones
Performing any other tasks as agreed with the Palladium project management team and the Research and Learning Manager
Requirements
Minimum education and experience required
Bachelor?s degree in economics, political science, sociology or related field with at least five (5) years of experience in monitoring and evaluation (M&E), preferably in governance-related programming.
Experience and proven track record in M&E data collection, analysis and reporting
Experience in setting up and management of Monitoring, Evaluation and knowledge management systems.
Experience in supporting local-level civil society actors in collecting and analysing M&E data for learning and programming purposes
