FHI 360 is now seeking qualified and dynamic candidates in various positions to join the team for the USAID-funded Comprehensive Health Services Delivery (CHSD) Project in Tanzania.



The purpose of the CHSD project managed by Deloitte Consulting Ltd. in partnership with FHI360, Engender Health and MDH is to increase access to high quality, comprehensive and integrated health services, that emphasizes intensified coordination and collaboration between health facilities and communities, with a focus on preventive and curative services for HIV/AIDS, TB, FP, Malaria, and MCH. The project will cover the geographic areas of Njombe, Iringa, Morogoro, Lindi, Mtwara, and Ruvuma (malaria only) and target its resources toward areas with high HIV and TB prevalence. Special emphasis will be placed on increasing access and service utilization for women and youth. The project goal is towards achieving HIV epidemic control and integrating MNCH, FP, TB and malaria care through innovative integration approaches at all levels and opportunities.

FHI360 role in technical direction of the project is (1) to optimize the continuum of care, so that the linkages, referrals, and systems connecting various services within and between health facilities and communities are seamless. mHealth platforms will play an important role to enhance referrals and adherence as well as client-centered care in health facilities and communities that is responsive to the preferences, needs and values of patients which includes a differentiated care model to address barriers to care; and (2) to integrate HIV, TB, FP, malaria and MCH services tailored to the specific needs of each geographic area in order to increase the number of individuals who can access a wider range of services that meets their multi-faceted needs in a more convenient way and increase cost-effectiveness of the services provided.

Position Title:
Manager -Community based Integrated Service Delivery- Dar es Salaam (1 position)

Position Responsibilities include:
• Providing technical leadership and support to the development and strengthening of integrated community based services connecting HIV, TB, malaria, FP and MNCH community services and linkages to facility based services;
• Together with the CHSD technical and regional teams guide implementation of community based integrated services delivery in the respective project districts and sites. Ensure working hand in hand with CHMT and district CHW coordinators in planning, organizing districts coordination meetings.
• Developing and supporting innovations for quality health care demand creation i.e. for FP, testing, for community HIV testing (index and household based) and effective referrals into care. Working closely with m-Health advisor
• Providing technical direction to monitor the delivery of integrated community interventions and be responsible for developing and tracking metrics
• Developing, implementing and monitoring relevant refresher trainings, quality improvement initiatives, supportive supervision and mentoring activities
• Representing CHSD technical team at national community health meetings (partner meetings, TWG, task forces)
• Liaising with relevant departments and sections in MOHCDCEG, PORALG and TACAIDS for policy and strategic guidance, material development, SOPs and case studies in the area of community health and integrated service delivery
• Collaborating with Government of Tanzania staff to strengthen the quality improvement and supervision systems for malaria interventions.
• Contributing to work plan development and develop technical quarterly reports based on submitted regional reports and data.
• Working with M&E Advisor and team to monitor and evaluate the progress and impact of community activities and guide operational research studies.
• Documenting project results and impacts in various forms, including media stories, lessons learned, case studies, etc.

Position Requirements:
• Nursing, Public Health or Medical degree with 3-5 years’ relevant experience with international development programs which includes 3 years’ experience with community health program planning and implementation at the national or regional level;
• Social Science or Community Development degree or expertise will be an additional advantage;
• Considerable experience in grass root community development for the health sector;
• Experience and understanding of working with national programs, sectors or departments in MOHCDCEG involved in community health care and familiarity with national policies and guidance in community or home based care.
• Demonstrated management-, supervision-, networking- and leadership skills working with large, complex programs.
• Demonstrated experience in undertaking community health policy dialogue with different stakeholders at national and district level including community leadership.
• Knowledge of integrated health services at all levels, health systems, decentralization of services and related issues.
• Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection, gender issues, youth and reproductive health. Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
• Demonstrated expertise in building effective relationships with key internal and external stakeholders.
• Well-developed written and oral communication skills in English and Kiswahili.
• Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
• Familiarity with m-Health platforms and its use
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
• Ability to intervene with staff with diplomacy and firmness.
• Ability to travel to implementation sites a minimum of 50%.
