Context
Restless Development Tanzania (www.restlessdevelopment.org) is the leading
youth-led development agency and we are looking for dynamic, committed and
passionate staff to assist in the delivery and coordination of our programmes in
Ruvuma Region. Working with rural-based communities throughout the regions,
our programmes build the capacity of communities to respond to the challenges
facing young people around our three core strategic objective areas of sexual
reproductive health and rights (SRHR), livelihoods and employment, and civic
participation.
With significant time spent in the field, and an emphasis on ensuring effective
working relationships with our stakeholders, partners, volunteers and young
people that we work with, this is a key position within our programmes team,
responsible for the quality delivery of programmes in the placements where we
work. You will be a practical, solution-focussed individual, committed to delivering
high standard programmes, ensuring that sharing and learning best practice from
colleagues in the staff team filter to our programme delivery on the ground.
40% of time Programme Quality and Programme Delivery
Main Duties
Assist coordination of two projects that focuses on empowering young girls
(Girls Leadership Project funded by Mercury Phoenix Trust and Mabinti
Tushike Hatamu Project funded by NOVO)
Submit field visit reports and monthly reports to the Assistant Programme
Coordinator and ensure effective communication between the programme,
volunteers and Girls groups
Support on preparing quality and narrative information at the regional office
such as case studies from programme activities, Volunteers, Girls Groups
and local stakeholders
Support the implementation of staff led activities
Ensure that Information Resource Centres are well stocked, maintained and
are being effectively managed and run in the communities where we work
Work with the Next Generation Leaders team to strengthen the alumni
engagement and implement Next Generation Leaders activities in the region.
With the programme quality team, support research and evaluation activities
in your region
20% of time HR and Performance Management
Main Duties
Ensure that national and community volunteers meet their targets and provide
them support to do so
Making regular support field visits to each placement, analyze the work of
Girls Groups and provide constructive feedback, coaching and support.
Participate and support team meetings and organisational events
Actively supporting the APC & PC – including acting as cover whilst team
members are on leave
15% of time Support to Programmes Strategy and Planning
Main Responsibilities
Learning focal point for a goal area (SRHR/LH/CP) in the regional office –
ensuring that information on the development issues is gathered within the
region and shared with the team, as well as feeding into the goal working
work bringing back good practice case studies to your Assistant Programme
Coordinator
Support the programme team in the development of training materials and
resources for GLP
Active member of programmes working group relating to the strategic
objective area
Providing strong effectual leadership support to Girls Groups, monitor their
activities and linking them with strategic institutions and clinics.
15% of time Financial Management
Responsible for accounting and use of funds and assets at a field level in line
with Restless Development policies and procedures
Account accurately for all fund request on a timely basis in line with the
Restless Development Tanzania financial procedures - ensuring expenditure
is spent appropriately receipted, recorded and submitted in a timely manner
Ensuring that any petty cash signed over to volunteers is properly accounted
and recorded according to policies and procedures
Work with the Programme Coordinator to ensure that all funds spent on
activities in the field are spent as per policies and procedures, as that assets
are used and accounted for properly
Ensuring that the money reaches the field on time for all approved activities
Participate in and support annual budgeting, and quarterly budget reforecasting
with the Programme Coordinator
15% of time Partnerships and Visibility
Main Duties
Support the Programme Coordinator in strengthening our profile and visibility
with local stakeholders in particular local government
Lead on communication of best practice, programmatic updates, learnings
and engagement of stakeholders in our work at district and community level
Proactively identify and support the development of local partnerships with
complementary civil society, public sector, and private sector bodies in the
region
Support the APC and Programme Coordinator in mapping of resources with
partners within the region to strengthen our programme and interventions –
including working with local health centres to facilitate the provision of youthfriendly
services
Ensure effective sensitisation and relationship management with community
stakeholders in the programmes area
Ensure systematic sharing of programmes information and results with
partners and stakeholders in the region
Support the Programme Coordinator in leading and coordinating the training
of partners, stakeholders and capacity building initiatives across 3 objective
areas, and coordination of youth focused and led organisations in the region

Person Specification
Qualifications
Essential
Holder of a University Degree or Advanced diploma in a relevant field
A strong personal commitment to the aims, values and methods of Restless
Development Tanzania
A clear understanding of contemporary development issues facing young
people in Tanzania particularly of HIV and AIDS, life skills, livelihoods and
civic participation
Flexibility with the ability to stay out of office, working in the field for prolonged
periods
Ability to work in a team
Fluent in English and Swahili
Computer skills including Word, Excel, PowerPoint, internet & social media
Preferable
Technical training or expertise in one of our goal areas
Technical training or expertise in community development
Experience & Skills
Essential
Experience of training and capacity building
Excellent interpersonal and communication skills
Experience in the development sector and/or a volunteer-based organization Preferable
Experience of managing and supporting volunteers or staff
Experience of budgeting and handling finances
Experience of working in a multi-cultural environment
Experience working with Access
Experience (and understanding) of data management cycle and monitoring
and evaluation processes and systems
