The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Project Management Specialist – Facility Based Services – Team Lead at the United States Agency for International Development (USAID).

BASIC FUNCTION OF POSITION 

The Project Management Specialist - Facilities-Based Services Team Lead is responsible for overseeing a team of eleven staff, and a portfolio of approximately 35 implementing partners with a FY 2014 – FY 2021 budget of $737,330,000. This is the largest portfolio in the USAID/Tanzania Health Office, and includes a complex portfolio of technical areas, including maternal, neonatal and child health, family planning/reproductive health, tuberculosis, infectious diseases, HIV/AIDS and malaria. The main duties of the incumbent are to provide scientific, technical and programmatic leadership for activities related to the implementation of USAID’s health service delivery activities in Tanzania, as a member of the senior management team. The incumbent develops strategies and programs to achieve the goals of USAID/Tanzania, and supervises and monitors program implementation by technical staff. S/he collaborates closely and interfaces with senior staff of the Ministry of Health, Community Development, Gender, the Elderly and Children, the President’s Office. Regional and Local Government (PORALG), Tanzania National AIDS Control Commission (TACAIDS), national and international academic institutions, other Government of Tanzania agencies, USG Offices in Tanzania and Washington, DC, bilateral and multilateral development partners, and funded implementing partners in matters relating to program development and support.

MAJOR DUTIES AND RESPONSIBILITIES:
A. Strategic & Technical Leadership (40%)
·         As a member of the senior management team of the USAID/Tanzania Health Office, provides senior leadership, technical guidance and program management to effectively develop, monitor and evaluate programs; assists in program planning and determination of overall goals and objectives;
·         Participates in decisions related to the commitment of resources, including the hiring of personnel and allocation of funds;
·         Provides expert-level strategic leadership and technical guidance to the planning, implementation, monitoring, and evaluation of USAID activities, and ensures that planned development results are achieved consistent with USAID regulations, policies and development principles;
·         Maintains familiarity with current literature and best practices in health service delivery in maternal, neonatal and child health, family planning/reproductive health, tuberculosis, infectious diseases, HIV/AIDS and malaria;
·         Advises the Health Office Director and Mission management on the status of project performance; As a senior-level professional, coordinates with relevant stakeholders and exercises independent technical and professional judgment in developing strategies and providing input into national technical policies and documents;
In addition, the incumbent provides technical assistance in the design and development of Mission strategic program documents and other critical planning and reporting documents;
·         Collaborates with a broad spectrum of senior level professionals, including Tanzanian government ministries and agencies, bilateral and multilateral international organizations, local civil society organizations and private sector stakeholders to ensure that all programmatic activities are consistent with and complimentary to host government goals;
·         Works across sectors to develop and ensure implementation of smart integration approaches with PEPFAR, maternal/child health, malaria and other areas to provide greater program efficiencies and improved health outcomes; and
·         Leads and provides technical input into the development of evaluations, operational research, program assessments, and national surveys.

B. Program Coordination and Project Management (35%)
·         Provides oversight to Facility-Based Services Team to ensure that programs achieve sound programmatic and financial management, achieve anticipated results, are aligned with GOT priorities, and are implemented within the framework of USG foreign assistance policies;
·         Works closely with other U.S. Mission and Agency staff to ensure effective coordination and alignment of health service delivery programming;
·         Monitors program progress and performance of staff, identifies problems in program implementation, and initiates corrective action to improve program performance; INTERAGENCY FSN EMPLOYEE POSITION DESCRIPTION

·         Manages relationships between implementing partners and host country government stakeholders with minimal supervision and limited guidance, to ensure effective communication and coordination;
·         Serves as Agreement/Contracting Officer’s Representative (AOR/COR) and program/project/activity manager to ensure adequate oversight and monitoring of integrated service delivery platforms; includes management and tracking of partner budgets and asset utilization. As a Contracting Officer’s Representative (COR) or Agreement Officer’s Representative (AOR), managing integrated service delivery programs with the GOT across the Health Office portfolio, and coordinate with other sectors to support USAID/Tanzania Country Development Cooperation Strategy (CDCS) objectives.
·         Ensures program monitoring by active engagement in routine field visits and regular review of results to assess actual progress against reported achievements, and provides technical and programmatic recommendations; and
·         Provides management support and mentorship to members of the Facility-Based Services Team on activity management, including development of work plans, approval of budgets, monitoring of pipelines and expenditures, review of quarterly reports, and preparation of necessary documents for timely obligation of funds.

C. External Representation (25%)
·         Represents USAID/Tanzania and/or USG/Tanzania at meetings with implementing partners, bilateral and multilateral development partners, host country government, USG agencies, and international and local partners;
·         Serves as a senior-level USG representative at national, regional and international conferences;
·         Serves on relevant national technical working groups to represent USAID; and
·         Participates and represents USAID during field visits of external delegations, including Congressional and other visitors.

D. Other duties as assigned


QUALIFICATIONS REQUIRED

1.    Education: 
Medical Doctor or other relevant doctoral degree. A Master’s degree in Public Health or equivalent qualification relevant to health is also required.
2.    Prior Work Experience: 
Minimum of seven (7) years of increasingly responsible professional experience in planning, design, supervision, and management of health programs, at least five (5) of which were spent in a developing country context supporting development programs. Experience with successfully leading large international health programs and working closely with high-level officials is required.
3.    Language:
Level IV (fluent) in English and Kiswahili (writing, reading and speaking) is required. (This will be tested)
4.    Skills and Abilities: 
Outstanding interpersonal and communication skills and leadership qualities, including ability to collaborate with host-country officials in program implementation and interact with governments, partners, contractors, and other stakeholders at the highest levels such as Ministerial, Chief Executive Officer, Chief of Party, or equivalent is required.
5.    Job Knowledge: 
Expert knowledge of the principles, implementation guidelines and policies of epidemiology, maternal, neonatal and child health, family planning/reproductive health, tuberculosis, infectious diseases, HIV/AIDS and malaria that enables incumbent to serve as national or international expert in the field is required. Knowledge of the design, development and implementation of complex health programs is required. Strong understanding of the Tanzanian national health system, especially of the decentralized system of service delivery implementation, with demonstrated ability to influence program policy and operational decisions is required.

Eligible Family Member (EFM)
: An EFM for employment purposes is defined an individual who meets all of the following criteria:
1.            U.S. Citizen or not a U.S. Citizen; and
2.    Spouse or same-sex domestic partner (as defined in 3 FAM 1610); or
3.    Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term “child” shall include, in addition to natural offspring, stepchild, adopted child, and a child under legal guardianship of employee, spouse, or same-sex domestic partner when such child is expected to be under legal guardianship until 21 years of age and when dependent upon and normally residing with the guardian; or
4.    Parent (including stepparents and legally adoptive parents) of employee, spouse, or same-sex domestic partner, when such parent is at least 51 percent dependent on the employee for support; or

5.    resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2; or
6.    Currently receives a U.S. Government retirement annuity or pension from a career in the U.S. Foreign Service or Civil Service.


Appointment Eligible Family Member (AEFM): An AEFM is an individual who meets all of the following criteria:
·         U.S. Citizen; and
·         Spouse or same-sex domestic partner (as defined in 3 FAM 1610) of the sponsoring employee; or
·         Child of the sponsoring employee who is unmarried and at least 18 years old; and
·         Listed on the travel orders or approved Form OF-126 of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad or, as appropriate, at an office of the American Institute in Taiwan (AIT); and
·         Is under chief of mission authority; and
·         Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, at an office of the American Institute in Taiwan; and
·         Does NOT currently receive a U.S. Government retirement annuity or pension from a career in the U.S. Foreign Service or Civil Service.

Member of Household (MOH) : A MOH is an individual who meets all of the following criteria.
·         A MOH is someone who accompanies or joins a direct-hire Foreign Service, Civil Service, or uniformed service member permanently assigned to or stationed abroad or, as appropriate, at an office of the American Institute in Taiwan; and
·         A MOH must be officially declared to the COM by the sponsoring employee as part of his/her household; and
·         A MOH is under COM authority;
·         A MOH may include a parent, unmarried partner, other relative, or adult child;
·         A MOH may or may not be a U.S. Citizen;
·         A MOH is not an EFM;
·         A MOH is not listed on the travel orders or approved Form F-126 of a sponsoring employee.

Not Ordinarily Resident (NOR) – An individual who meets the following criteria:
·         An EFM, USEFM or AEFM of a direct-hire Foreign Service, Civil Service, or uniformed service member permanently assigned or stationed abroad, or as appropriate, at an office of the American Institute in Taiwan; or
·         Has diplomatic privileges and immunities; and
·         Is eligible for compensation under the FS or GS salary schedule; and
·         Has a U.S. Social Security Number (SSN); and
·         Is not a citizen of the host country; and
·         Does not ordinarily reside in the host country; and
·         is not subject to host country employment and tax laws.

Ordinarily Resident (OR) – An individual who meets the following criteria:
·         A citizen of the host country; or
·         A non-citizen of the host country (including a U.S. citizen or a third-country national) who is locally resident and has legal and/or permanent resident status within the host country and/or who is a holder of a non-diplomatic visa/work and/or residency permit; and/or
·         Is subject to host country employment and tax laws.
