The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI), an affiliate of Elizabeth Glaser Pediatric AIDS Organization (EGPAF) is Tanzanian led and managed national organization focusing largely on HIV and AIDS and other related health programs. AGPAHI implements all its programs in collaboration with Tanzania Government Entities through the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) and President’s Office – Regional Administration and Local Government (PO RALG) and other stakeholders. AGPAHI supports the provision of high-quality HIV and other health services and ensures that efforts are well-integrated into existing regional and district health systems.
AGPAHI will be implementing various projects that are highly demanding and thus the organization is looking for a motivated, result driven, qualified and competent staff to feel various management positions as per the AGPAHI organogram

Purpose

The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI) intends to recruit several positions to hold different leadership positions in the organizations. The successful candidates will lead the different components of the organization with the aim of achieving the organizations’ mission and vision and specific project goals and objectives.

Position: Human Resources and Administration Manager

Reports to: Director of Operations

Purpose of position:

 The HR and Administration Manager is self-motivated person who serves as the primary human resource ad administrative support for organization. Working with, and under supervision of the Director of Operations the position will be responsible for providing support to all staff on organizational policies and procedures, participate/support recruitment process, staff performance management, staff grievances and employee relation.
 Organization staff development and retention
 Supervise all admin functions of the organization

 The main purpose of the position is to promote staff welfare, recruitment of quality staff, enhance job performance through development and management of the performance management system and to ensure that personnel policies, regulations and practices comply with the local labor laws.
 To support staff and senior management in HR related issues, to ensure the involvement of employees at the workplace. Further the position will provide overall coordination for office management including property management.

Key Responsibilities and Tasks:
Recruitment and Selection
 Oversee compliance with AGPAHI IHV recruitment policy and procedures.
 Develop and update recruitment policies and procedure.
 Place and circulate in-house, external and newspaper advertisements for positions; Collect applications and prepare preliminary short lists, processing and testing; communicate with applicants, carry out and document reference checks, arrange interviews and make hiring recommendations,
 Develop and oversee the employee orientation program for new hires; develop the orientation package/folder, welcome new staff, introduce them and coordinate their orientation schedules

Personnel Management
 Manage staff grievance procedure; receive staff grievances, discuss problems with staff and respective supervisors; bring staff issues to the attention of management and advise on appropriate measures
 Manage all staff benefits: leaves, transport, medical care, health insurances, workmen compensation, etc
 Initiate, monitor and follow up the Performance Management System (PMS) to ensure compliance by all the staff.
 Ensure complete filing of and updating of staff records as per the organization policy
 Manage the staff exit procedure e.g. termination, completion of exit forms, retrieval of University property, issue certificate of services, etc.

Staff Development
 Develop and update staff development and training plans.
 Gather and share information on training programs/opportunities, review staff applications and advise management, keep track of the training budget expenses, prepare an annual training summary/report for management, etc
 On a regular basis, to undertake staff training needs assessments (TNA) and advice on the required performance enhancing training activities.
 Organize and monitor the in-house staff coaching and mentoring.

Office administration
 Supervise admin staff to ensure Office administration functions are implemented following AGPAHI policies and procedures. These functions include office supplies management, premises management, supervision of cleaning staff and maintaining the office professional appearance

Transport and Fleet Management
 Tracking staff movements
 Fleet management - drivers supervision, vehicles management, transport allocation and vehicle scheduling, vehicle maintenance, vehicle logs
 Fuel allocation to vehicles
 Asset and inventory management - maintaining asset register, managing office day-to-day inventory and manage all office assets

HIV/AIDS Workplace Policy
 Being a Point Person, take a lead in developing the HIV/AIDS Workplace Policy
 Advise and lead operationalization of a Work Place HIV/AIDS management structure
 Develop, plan and coordinate activities to sensitize and involve employees and their families in the fight against HIV/AIDS at the workplace.
 Develop policy and procedures to promote a work place environment supportive of the affected staff and their families.

Qualifications and Work Experience:
 Bachelor’s degree required; will consider work experience in a similar position for at least 5 years.
 Master’s degree or equivalent HR Management certification will be an added advantage
