BACKGROUND
The Regional MNCH Strengthening in Tanzania (RMNCH) project, also known as Mama na Mtoto, aims to reduce the number of maternal, child and newborn deaths in Lake Zone of Tanzania through strengthening systems for health service delivery and increasing demand for health services from community to regional levels.

(1) provision of technical assistance to regional and local level health management teams and health service providers on improved planning and delivery of health services;
(2) training health providers and community health agents (CHA) on delivering culturally-appropriate health services that meet international quality standards;
(3) equipping and supplying health facilities with the essentials they need to deliver key MNCH services; and
(4) working with community leaders and local committees to improve health-seeking behaviour around MNCH, including promotion of male involvement.
Mama na Mtoto is being implemented by a coalition led by the University of Calgary in collaboration with Agriteam Canada Consulting Ltd., the Canadian Paediatric Society, Save the Mothers, Mbarara University of Science and Technology (MUST) and the Catholic University of Health and Allied Science (CUHAS), in partnership with Regional and District Health Management Teams. Funding for this project is from Global Affairs Canada. The project will have a main office in Misungwi with a satellite office located within the CUHAS campus in Mwanza, Lake Zone. The Finance and Administration Manager (FAM) is expected to be based in the main office with a rotating presence in the Mwanza sub-office. In the third year of the project an office may also be opened in Kwimba. The project has just started, and field activities will run until March 31, 2020. The Finance Assistant is a full time position for the duration of the project.
SCOPE OF WORK
The Finance Assistant (FA) will report to the Finance and Administration Manager (FAM). He/she will also respond to requests from the Canadian Field Manager (FM) and the Canadian Finance Officer(s). The FA facilitates the implementation of project activities according to the Project Implementation Plan and Annual Work Plans. The FA will be a key member of the Field Office Team and is expected to contribute to an office environment characterized by a high-performance, results-based culture. He/she will work collaboratively with and assist project staff to adhere to the project budget and to enable project activities to happen smoothly and on schedule.

SPECIFIC RESPONSIBILITIES
The duties of the Admin / Logistics Assistant include the following:
• prepare Field Advance forms and Wire transfer forms for review by the FAM
• prepare vouchers for all expenditures with correct Clause number and Activity number according to approved project Budget
• make sure all per diem and allowance payments have proper receipts and are accompanied by participant attendance sheets
• process payments for cell phones, office utilities and related operating costs
• check that receipts accompany all expenses
• translate receipts into English or add identifying information in English
• photocopy expense claims and receipts and other financial documents as required
• prepare monthly Accounts Ledgers
• maintain the petty cash box and all associated accounting in collaboration with the FAM
• prepare courier package to send all vouchers to the Head Office in Canada on a monthly basis
• prepare procurement requests for office furniture and equipment and any equipment provided to project partners
• make sure that all procurement follows the procurement guidelines
• update procurement log file on a regular basis for project office and FM Residence, keep procurement log file and make sure it contains all the necessary documents
• keep financial and procurement files up to date as outlined in the Field Accounts Book (FAB), including files on procurement, FM Residence, Timesheets, Contracts with other Suppliers including project office;, RMNCH project Registration process, Bank documents and Statements, Field advance forms, Tenders and other
• assist on data entry, typing and maintain in orderly project documents and files
• keep informed of local market costs and practices
• support Office Administrator and Admin / Logistics Assistant in organizing training events and project activities where required, including but not limited to preparation and distribution of participant allowances
• other related tasks as assigned by the FAM or FM

EDUCATION, EXPERIENCE AND LANGUAGE REQUIREMENTS
• Minimum completion of Secondary School. Post-secondary Accounting training preferred, or equivalent work experience in financial our accounts management ideally within international projects.
• Minimum 1 year of experience as a finance or accounting assistant in a mid-sized office environment, preferably on a donor-supported project.
• Computer capability in Microsoft Office suite of programs, particularly Excel
• At least moderate English language skills(reading, writing and oral) and fluency in Kiswahili
• Willingness to work in a collaborative team environment as well as ability to work independently
• Excellent organizational skills.
