 Health and Social Welfare and other stakeholders in the roll out and strengthening of a broad
scale up of HIV programs through a District approach. The Elizabeth Glaser Pediatric AIDS
Foundation (EGPAF) is a global leader in the fight against pediatric HIV and AIDS, working in
 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children,
and to help those already infected. The Foundation’s global mission is to implement HIV
prevention, care, and treatment programs; further advance innovative research; and to
execute strategic and targeted global advocacy activities to bring dramatic change to the
lives of millions of women, children, and families worldwide.

Position Details
Job title: Project Officer for Early Childhood Development
Primary manager: Senior Program Manager Early Childhood Development
Location: Tanzania, Dar es Salaam with frequent travel to the districts

Job Summary
EGPAF Tanzania is implementing Malezi – Early Childhood Development (ECD) project
funded by Conrad Hilton Foundation and as part of a consortium led by Pact, the
organization will implement ECD activities under Caring for Children and Empowering
Young People (C2EYP) project funded by USAID. Both projects integrate age-appropriate
 ECD messages and practices into the continuum of facility and community based
MNCH/PMTCT and HIV care and treatment services. The Project Officer for Early
Childhood Development will work as a member of EGPAF’s Technical team, under
the day to day management of the Senior Program Manager Early Childhood Development.
The Project Officer will be responsible for working closely with districts teams to
support the integration of successful implementation of ECD program. He/She will assist
the Senior Program Manager (SPM) to plan and implement project activities and provide
 technical support to the district teams. The Project Officer will support project
implementation in the field and also identify potential for linkages of beneficiaries
 to other relevant services.

Essential Duties and Responsibilities
• Work closely with Regional and District Council Health Management Team
(R/CHMTs) to support quality implementation of the ECD activities in their
regions/districts.
• Coordinate and work closely with consortium members at the regional and
district level as required
• Create a relationship with other children’s organisations for potential to
linkages and referral.
• Organise, supervise and report on ECD/PSS trainings taking place in districts.
• Provide technical support and quality assurance of activities in facilities and
 communities
• Monitor implementation of activities and identify needs for technical support
 or plan adjustment
• Work closely with SI&E staff to ensure data quality collection and reporting.
• Provide support and document learning on the usage of new introduced
tools in facilities and communities.
• Identify best practices and generate lessons learned documents that would be
 applied.
• Prepare monthly and quarterly reports and share with SPM for compilation.
• Any other responsibilities as assigned by the Senior Program Manager ECD.

Required Qualifications
• A degree in public health or sociology or related field or its equivalent.
Masters Degree in Public Health or Sociology is an added advantage

Knowledge, Skills & Abilities
• Relevant skills in project management including work planning and reporting.
• Demonstrated skills abilities and experience in providing technical direction
for a complex program.
• Demonstrated experience as a program officer for OVC/MVC, public health
and HIV/AIDS program
• Ability to analyse and interpret data and prepare reports
• At least 3 years’ experience working with health focused programs (HIV/AIDS,
 Maternal and Child Health, Early Childhood Development).
• Experience with Monitoring and Evaluation (M&E), organizing documentation
 and sharing best practices
• Prior experience in organizing trainings, workshops and meetings
• Fluent in both written and spoken Kiswahili as well as proficiency in English
• Excellent writing skills, experience drafting reports necessary
• Computer literate (particularly in Ms Excel, Ms Word, Ms Powerpoint and
email/Outlook)
