Director of Strategic Information - Management and Development for Health (MDH)

  JOB ANNOUNCEMENT

Management and Development for Health (MDH) is a not for profit organization addressing
public health priorities. MDH works with the Ministry of Health, Community Development, Gender, Elderly and Children, academic and non-academic institutions within the country and worldwide, to address tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people. MDH seeks to recruit a qualified individual to fill the following position:

Director of Strategic Information (1post)

Location: MDH Head Office

Reports To: Chief Executive Officer

JOB SUMMARY:

Oversee, supervise and monitor the designing, implementation, and maintenance of large scale data center (DC) and data base management system (DBMS) concerning health related patient and operational data in Tanzania. The successful candidate will be responsible for providing and overseeing supervision for a Senior Data Operations. This position will supervise the IT manager. In support of these goals, s/he will be responsible for coordinating up-to-date documentation, soliciting user trainings and certifications for DC management and a supported DBMS system. Planning and management responsibilities will include development of budgets, resource needs and oversee the successful HR functions. The SI Director reports to the Chief Executive Officer of MDH.

Some specific tasks:
1. Actively promote an environment of excellence, learning and positive feedback
2. Design and implement regular (i.e. weekly) audits and performance assessments of associated staff of the DBMS and other Units under the SI Section, including written and practice certifications to assess staff capabilities and performance
3. Oversee the development, drafting, updating and implementation of operations manuals including detailed daily work tasks for mid-level managers and other staff under the SI section. .
4. Work with users to determine and develop specifications for data entry and checking applications, including algorithms to maintain a high level of data accuracy, internal consistency, and integrity based on accepted international standards.


5. Ensure data and system security in compliance with standards of confidentiality and archiving.
6. Assist end users and other data unit members in obtaining secure and reliable remote access to DBMS and data based implementation of hierarchical rule structures.
7. Monitor resource use/burden to troubleshoot bottlenecks in performance of DBMS to ensure efficient operation.
8. Provide overall leadership of strategic information and improved data demand and use
9. Provide monitoring and reporting tools, guidance, and written analysis to inform program delivery, management decision-making, and strategic planning
10. Provide inputs to enable use of data to inform the organization’s operational planning processes to ensure planning based correct information
11. Develop innovative strategies to strengthen data collection, monitoring, evaluation, analysis and reporting for various program
12. Lead the monitoring & evaluation team in the preparation of various donor reports and ensuring high level of quality and timeliness in reporting
13. Provide leadership in developing effective Monitoring& Evaluation Information System platform and other technology-based innovations for effective program monitoring
14. Complement MDH departments in analysis and documenting the progress, impact, challenges and lessons learned of program
15. Conducting innovative/ operation research in thematic area and preparing report such as cost effectiveness/ efficiency analysis, etc.
16. Disseminate research and program learnings through presentations and publications at national, regional and global levels
17. Develop and supervise personnel in custom application development of DBMS applications as needed.
18. Do other job related activities as given by the CEO.

NEEDED QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Applicants must have Advanced degree (Doctorate/Master’s) in Statistics, Population Studies, Public Health or Social Science (or equivalent).

Experience:
 At least five years of relevant Monitoring and Evaluation experience on strategy, systems development, system implementation and evaluation.
 Research and Evaluation experience will be an added advantage, including the


ability to analyze research and evaluation findings and other information for the benefit of practitioners in health development, ideally in the public health programs including HIV/AIDS program.
 Ability to work with donor community, sub grantees and government officials on strategic information issues to encourage production and utilization of accurate data for decision making processes.
 Excellent analytical, writing and verbal communication skills
 Experience in developing and managing teams at the head office, sub offices and sub grantees funded by the organization
 Experience of providing technical support to and capacity building of organizations in monitoring & evaluation, especially those working at the regional level, district level, community or grassroots level
