Deloitte Tanzania has an exciting opportunity for a suitably qualified individual to join our USAID Boresha Afya project in the role of Regional Program Manager/Enabling Environment Advisor for our office in Njombe.
 
Deloitte Tanzania in partnership with FHI360, Engender Health and Management and Development for Health (MDH) is responsible for implementing USAID Boresha Afya Program.  USAID Boresha Afya is a five-year program (October 1, 2016 to September 30, 2021) funded by the American People through USAID aiming to support the Government of Tanzania (GoT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. Emphasis is on comprehensive and integrated health service delivery for preventative and curative services with regard to HIV/AIDS, Family Planning (FP), Tuberculosis (TB), Malaria, Nutrition and Maternal and Child Health (MCH). Deloitte Consulting Limited will implement the program in the Southern Zone that covers the geographic area of Njombe, Iringa, Ruvuma, Morogoro, Lindi and Mtwara.
 
Broad Function
 
The Regional Program Manager/Enabling Environment Advisor is responsible for overseeing program activities in Njombe region, building and maintaining the program’s relationship to the Regional Secretariat and the District Administrations to ensure program objectives are achieved.
 
This position will report to the Results Management Office Director.
   
Main Areas of Responsibility:
  • Maintain relationships and mutual understanding between regional secretariat and local councils leadership on project activities;
  • Organize and participate in the facilitation of regional and district-level program reviews and feedback by the partnership committee;
  • Promote partnerships among the Local Government and Voluntary Sector Actors;
  • Follow up on implementation of Signed Memorandum of Understanding with the local councils as well as contract between USAID Boresha Afya and the sub grantees;
  • Maintain complete records of all contacts with the regional teams of the voluntary sector actors and councils and prepare monthly and quarterly reports;
  • Manage and coordinate regional team activities and provide timely updates throughout the various stages to the head office for input in the database/reports;
  • Provide weekly updates of ongoing regional activities to the Results Management Office;
  • Oversee preparation of quarterly reports and submission to the Results Management Office;
  • Overall supervisory of the regional office activities, office management, project expenditures and financial management;
  • Facilitate capacity building of all Regional Health Management Teams (RHMTs) and Council Health Management Teams (CHMTs) and ensure they conduct supportive supervision on a regular basis;
  • Facilitate implementation of new policies, resource mobilisation and integration activities at regional level;
  • Supports the implementation of other enabling environment activities at the regional level;
  • Oversee all project activities in the regional and district offices; and
  • Perform any other related duties as assigned from time to time.

Qualifications:
  • A Bachelor’s degree in  Public health ,Medicine, Nursing, or other relevant field; and/or
  • A Master’s degree in Medicine, Public health, Nursing, or other relevant field is an added advantage.
Other relevant Skills/Experience:
  • A Minimum of seven (7) years’ experience in a relevant field with Bachelor degree, four (4) of which should be at a managerial level;
  • A Minimum of five (5) years’ experience in a relevant field with Master’s degree, three (3) of which should be at a managerial level;
  • Experience in working with NGO or internationally donor funded Program;
  • Excellent Management and Negotiation Skills;
  • Ability to work independently, assessing priorities and managing a variety of activities with attention to detail;
  • Knowledge of USAID rules and regulations;
  • Excellent report writing skills;
  • Excellent spoken and written English and Kiswahili;
  • Knowledge of computer systems and applications.
